About the Role 

 

Purpose:

 

 

The overall purpose of the role is to monitor, interpret, investigate, and audit program performance data in Higher Health, ensuring that information is correct and deadlines for follow-ups with program staff are met. The Data Quality Assurance Officer provides support to the Monitoring, Evaluation and Learning Unit to ensure that programme results accurately reflect programme implementation through ensuring data is valid, reliable, precise, and timely.   DQAO will ensure data integrity and that programme results are reported accurately to Higher Health national management various funding entities. 

 

 

 

Key Responsibilities:

 

 

Data validation and verification

 

 

  1. Routinely review collected data at Higher Health campus sites and perform DQA checks for the six data quality dimensions (i.e., validity, reliability, integrity, precision, timeliness, and completeness).
  2. Ensure that all data captured and entered has been verified for quality and consistency.
  3. Identify/resolve data discrepancies by monitoring data (review line listings, perform manual checks and ensure updates are reflected on the database)
  4. Data reconciliation across multiple databases based on funder requirements.
  5. Ensure capacity building and implementation of data SOPs.
  6. Conduct data validation and verification using various online and offline platforms.

 

 

Data Reporting

 

 

  1. Generate data and reports for submission to the relevant manager within the set time frames.
  2. Investigate data to identify areas of concern/patterns of incorrect information, escalating to M&E Lead to ensure the identified issues are resolved.
  3. Complete standard weekly, monthly, quarterly, and annual reporting templates accurately and ensure timely submission thereof.
  4. Train/mentor new data capturers to work to required standards, provide professional advice to colleagues reviewing data and consult with key users to ensure data quality is maintained.
  5. Liaise with users at all levels, be the point of contact when providing expert advice and promote best practices in the use of the system, establishing the practical working standards across the organization and challenging poor norms of use.
  6. Quality assurance information to create/amend data in line with system and quality assurance/data validation precepts. Review/verify inaccurate data identified by reports/users and monitor/evaluate standards of information to ensure compliance.

 

 

Qualifications 

 

  1. Relevant Diploma / Degree – advantageous 

 

Experience 

 

  1. Experience in PEPFAR monitoring and programming will be an added advantage.
  2. At least 2 years of data capturing and data monitoring experience. 
  3. Data analysis skills and ability to ensure data visualisation.

  3. Excellent verbal, written, and interpersonal communication skills.
  4. Excellent attention to detail
  5. Strong computer literacy, with proficiency in:
  6. Microsoft Office Excel, Word and PowerPoint, and Outlook/e-mail along with strong internet-based skills including methods of online communication (Teams, Zoom, Social Media Platform, etc.)
  7. Ability to work independently and collaboratively in a multi-disciplinary team, often under deadline pressure.
  8. Excellent interpersonal and organisational skills
  9. Must be pro-active, self-motivated, energetic, flexible, adaptive, and innovative.
