EpiC/South Africa Nursing Leadership Initiative 

 

Background 

FHI 360 is a global organization that mobilizes resources, evidence, and relationships so that people everywhere can access the opportunities they need to lead full, healthy lives. Our staff of over 4,000 experts work in more than 60 countries around the world. In its effort, FHI-360 collaborates with diverse actors including local governments, partner communities, peer organizations including implementing partners/ local non-governmental organizations. 

Meeting Targets and Maintaining Epidemic Control (EpiC)—an eight-year (2019‒2027) global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the United States Agency for International Development (USAID)—is dedicated to achieving and maintaining HIV epidemic control. EpiC is led by FHI 360 with core partners Population Services International, Palladium, Right to Care, and Gobee Group. The project goal is to Deliver efficient, affordable, results-based technical assistance and direct service delivery tailored to context and epidemiology that is effective in surging, scaling, and sustaining HIV services and systems for long-term epidemic control.

South Africa Nursing Leadership Initiative (NLI)  

One significant challenge in nursing profession in South Africa is limited management and leadership skills among nurse leaders at the strategic level. To address these issues, the National Department of Health (NDoH) Chief Nursing Office and the U.S. President's Emergency Plan for AIDS Relief (PEPFAR), supported by the Centre for Diseases Control (CDC) and USAID, have launched the South Africa Nursing Leadership Initiative (NLI). This initiative aims to uplift the nursing profession globally, strengthening the healthcare workforce and ensuring sustained HIV response gains. Key areas of focus include building nursing capacity for HIV/AIDS services, creating safe working environments, promoting gender-equitable leadership, and ensuring the long-term sustainability of HIV/AIDS service delivery.

The NLI's objectives encompass funding and technical assistance for leadership development, advocacy within the healthcare landscape, budgeting and project management for nurse-led projects, and empowering nurse leaders to respond to global health threats. The initiative will be led by FHI 360 through the Meeting Targets and Maintaining Epidemic Control (EpiC). The South Africa NLI is part of a broader effort and is also being implemented in six other countries in Africa (Botswana, Eswatini, Cote D’ Ivoire, Malawi, Zambia and Nigeria). 

Scope of work - Local Implementing Partners/ Non-Governmental Organizations ( LIPs/NGOs) 

This announcement is a call for Expression of Interest (EOI) from Nurse-led South African civil society organizations (CSOs) and community-based organizations (CBOs) to support the roll out of the NLI project and support the objectives to provide funding and technical assistance for leadership development, advocacy within the healthcare landscape, budgeting and project management for nurse-led projects, and empower nurse leaders to respond to global health threats.   Through this competitive process, EpiC intends to select and provide sub- grants and technical assistance to organizations that meet the criteria outlined in this document.     The activities to be supported are outlined as per activities and sub-activities below:

The main activities to be implemented by the selected organization(s) are listed below. 

  1. Activity 1: Develop and pilot training materials for the leadership development program.
  2. Activity 2: Facilitate national introductory workshops for the Nursing leadership development program and identify potential pilot beneficiaries and coaches/mentors. 
  3. Activity 3: Enroll and monitor the progression of participants and activities of the coaches/mentors in the program.  
  4. Activity4: Facilitate/ Participate in the NLI virtual meetings with NLI country representatives and all stakeholders . 

Eligibility Criteria and Selection 

To respond to this EOI, an organization must meet all the following minimum eligibility criteria:

 

  1. Must be locally registered as an NGO/CSO in South Africa whether community-based, or a national organization. 
  2. Must be Nurse-led (e.g., staff and board of organization primarily comes from the nursing profession and can demonstrate ability to reach out to nursing networks in the targeted provinces)
  3. Must have demonstrated experience in implementing structural interventions/ activities related to building nursing leadership capacity that are close to service delivery. 
  4. Must disclose any conflict of interest: the applicant’s relationships, associations, activities, and interests should not create a conflict of interest that could prevent full impartiality in implementation of the grant activities.
  5. Must have or be in the process of obtaining a (Unique Entity Identifier) UEI number (https://sam.gov/)
  6. Must be able to comply with all USG regulations as per  https://www.usaid.gov/ads/policy/300/303mab .
