  1. SUMMARY OF THE POSITION 

Doctors without Borders seeks to employ a suitable qualified Health Promoter Community Engagement Supervisor to join the team in Butterworth. With the support and guidance of the HP / IEC Manager, responsible for implementing the HPCE strategy / work plan, with community participation, and supervising the HP CE activities and HP teams working in the communities or the health facilities, according to the project objectives, MSF values, standards and procedures.

 

2. OVERALL RESPONSIBILITIES

  1. MAIN RESPONSIBILITIES

 

 HP Strategy design and implementation

  • In close collaboration with the Health Promotion IEC Activity Manager, participate in the definition and updating of the EC NCDs Project's HP/IEC strategy and identify indicators to monitor Health Promotion activities, results and achievements.

 Empowerment of Community Based Organizations (CBOs)

  • With the support of the Health Promotion / IEC Activity Manager, identify key actors (local authorities, local NGOs, traditional authorities, religious leaders, formal or informal authorities) and be the focal point of the network to support the dissemination of health information of the target population, and be the reference point for the relationship and networking with these subjects;

  • Supervise CBO support workers and MSF Community Health Educators (CHEs) in implementing the Community Mobilization activity in collaboration with identified local CBOs. This can be done through defined strategy by the relevant CBO;

  • Support collaboration between MSF and CBOs implementing NCDs health promotion activities in Mnquma and Mbashe sub-districts. 

  • Together with the Patient Support Supervisor, identify training and capacity building needs and organize training, workshops or mentoring plan for Department of Health’s Community Health Workers and CBOs who are working in collaboration with MSF;

  • Ensure that CBOs have all relevant tools to implement community mobilization activities, on NCDs specific topics.

  • Organize periodic meetings with collaborative CBOs to assess implementation progress and plan appropriate transfer of community mobilization activities.

  • Support collaboration between MSF and CBOs implementing NCDs related health promotion activities in Mnquma and Mbashe sub districts

NCD-Patient Peer-Support Groups:

  • Collaborate with different Community-Based Organizations (CBOs) and community to form Healthy Lifestyle Groups that are patient- centred, community-led and community-owned.

  • Develop work plan and roadmap for Healthy Lifestyle Groups

  • Design monitoring tools for the HP Groups activity, to define success and ensure accurate documentation of this activity.

Community Led Activism

  • Together with the HP Manager, identify communities for capacitation and empowerment to advocate for health and patients rights, with focus on NCDs

  • Identify formal and informal leaders who can lead the activism at community level, provide support and coaching if needed

  • Together with community, identify goals and objectives for activism and advocacy for patient rights

 

 Assessments:

  • Support the Health Promotion / IEC Activity Manager in organizing and carrying out evaluations and rapid qualitative assessments on the impact of Health Promotion activities, identifying and reporting the constraints, difficulties or strengths of the HP strategy inside and outside medical structures in order to reinforce the connection between communities and the project. In addition to participating in other program-related activities, for example, capitalization, program impact research, anthropological assessments, etc.

  • Participate in the development of the strategy for implementing the recommendations or results of the situational analysis activities / assessments carried out.

  • Support Health Promotion / IEC Activity Manager in implementation of Patient Satisfaction surveys to assess the impact of Health Promotion activities in meeting the expectations of target population.

 

 Community-Based Health Promotion Activities:

  • In collaboration with HP / IEC Activity Manager, strengthen health promotion activities among target communities and NCD patients in the catchment area of Mnquma and Mbashe sub districts.

  • Coordinate with relevant community groups to produce content according to defined priorities;

  • With the support of HP / IEC Activity Manager, plan and coordinate special activities such as World TB Day, World Health Day, World Hypertension, World AIDS Day, 16 days of Activism Against GBV, World Mental Health Day, and other relevant dates regarding the organization's activities, etc.

  • In collaboration with HP / IEC Activity Manager and Digital HP Officer, design appropriate IEC material for the HP activities of the project and make it available and accessible to all relevant team members and community Pick Up Points.

  • In collaboration with HP / IEC Manager, ensure appropriate use of Health Promotion tools and session guides during HP activities

  • Pick-Up Point Health Promotion Support:

- Identify and design specific Health Promotion tools needed in the Pick Up Points

- Together with the Patient Support Supervisor, ensure capacitation of CHEs and CHWs working in the Pick Up Point in the utilization of the relevant health promotion tools

- Engage CHEs, CHWs and community members in promotion the services available at the Pick Up Points.

Reporting and Data Collection

  • Inform and update the Health Promotion / IEC Activity Manager of all activities taking place in the community that may affect program implementation and related to the HP program in general;

  • Collect data on any information affecting the health needs of target population, and act as a liaison with relevant advocacy services/organisations;

  • Ensure data collection and analysis of        activities (collection of reports from patients and support teams, summary reports, etc.)

  • Ensure compilation and submission of monthly HP activity report to HP / IEC Activity Manager. As needed, provide basic services in model Pick-up points including screening for hypertension, diabetes, mental health, and others, as well as distribute pre-packed chronic medication packs if necessary 

  • Record all patient information respecting confidentiality and medical ethics, ensure records are kept confidential and safe, and ensure all medications in model pick-up points are stored and kept properly

  • Prepare and conduct health education sessions on Non-Communicable Diseases, Healthy Lifestyle, and other related topics

  • With support of Patient Support Supervisor assess message retention and understanding post-health education sessions

  • Ensure availability of relevant Health Promotion tools in the relevant locations in the catchment areas

  • Provide group and individualized health education sessions in an understandable manner to all patients and community members

  • Distribute Information and Education Communication materials during health education sessions in the Pick-Up Points, Communities and during awareness events.

  • Compile and submit weekly activity reports to HP Manager.

3. GENERAL REQUIREMENTS:

Education       : Essential: Grade 12 / Matric Certificate

                           : Essential: University - Bachelor’s degree in Health Promotion, Social Sciences, Community      

                             Psychology, Behavioral Sciences or Public Health. 

                           Desirable: Certificate in Health Promotion / Community Engagement                                                                    

Experience      : Essential: At least 2 years’ experience in health promotion or community engagement.

                            Essential: At least 2 year in management or supervisory role

                           :  Experience in working in collaboration with Department of Health’s Health Promoters,

                              Community Health Workers and Community teams

                           :  Experience in collaboration with Community Leaders and Community Based Organizations

                              in rural community settings

                           : Work experience in resource-constrained rural settings and Program implementation

                           : South African citizenship or valid work visa is a must    

Language           Essential: Fluent in English and ability to communicate in IsiXhosa (or other Nguni languages)
