Finance and Operations Manager 

The purpose of USAID Southern Africa Mobilizing Investment is to catalyze and mobilize greater volumes of private capital into sectors that can increase employment, decrease poverty, and reduce inequality within the South African Region. USAID Southern Africa Mobilizing Investment will use a market systems approach to accelerate investment and inclusive economic growth in Southern n Africa. As a market facilitator, DAI will work with and through the private sector to identify investment opportunities and use de-risking (Component 1) to align incentives and mobilize capital while strengthening the skills, relationships, an information sources and flows necessary to change market behavior and dynamics across the investment ecosystems (Components 2, 3, and 4). 

 

  1. Objectives of the assignment 

The HR Manager will oversee human resources and help manage Johannesburg office facilities for the USAID Southern Africa Mobilizing Investment project.  This includes recruiting and retaining staff during the life of the project.   Directly supervise the Office Assistant .

2. Tasks & Responsibilities

  1. Oversee all human resources operations on the project, including recruitment, hiring, employee on boarding, staff orientation, performance reviews, and disciplinary action in compliance with USAID rules and regulations, DAI policies, and local labor laws. This includes hiring Country Investment Advisors in the country offices and supporting STTAs. 
  2. Facilitate recruitment and hiring process by advertising vacancies, shortlisting resumes, scheduling and observing interviews, collecting required documents, checking references, and verifying salary history.
  3. Coordinate and supervise the preparation of employment agreements for staff.
  4. Responsible for overall payroll processing for the project.
  5. Submission of all payroll statutory reports monthly.
  6. Responsible for checking and tracking employee leave on TAMIS and payroll system.
  7. File staff timesheets and track STTA’s LOE working together with project Associate. 
  8. Mitigate and resolve human resource conflicts and issues, seeking assistance and guidance from the Finance and Operations Manage or other senior staff members as needed.
  9. Develop and maintain the Human Resources Management section of the USAID Southern Africa Mobilizing Investment Field Operations Manual, ensuring updates as needed.
  10. Maintain personnel files in SharePoint and TAMIS for all long-term and short-term project staff.
  11. Work with Chief of Party, Finance and Administration Manager to fill surge capacity technical needs, including identifying and hiring long term and short term technical experts in a timely fashion.
  12. Share training available on iLearn with USAID Mobilizing Investment project staff.
  13. Work with Program Assistant to continuously updating inventory.
  14. Ensure complete backup documentation for updated personnel files.
  15. Any other duties as assigned by your direct supervisor.
  16. Train supervisors charged with conducting evaluations of staff members in their units and monitor compliance with the process.

3. Qualifications 

  1. Bachelor’s degree required, advanced degree in business or related field preferred.
  2. Experience in human resources, recruitment, office administration, and other relevant areas , preferably with an international donor-funded organization For a candidate with a master’s 8 years of professional work experience is required, for a candidate with a bachelor’s 12 years of relevant technical experience is required. 
  3. Knowledge of local laws and USAID rules and regulations related to personnel management and compliance is highly desired but not required.
  4. Previous supervisory experience for HR teams.
  5. Excellent writing, speaking, and reading skills in English.

 

Base of Operations and Reporting:

The Human Resource will be based in Johannesburg, South Africa and will report to the Finance and Administration Manager, USAID Southern Africa Mobilizing Investment project. The indicative start date is 01st July 2024. The ideal candidate is an individual who is flexible, and able to work under pressure and longer hours when required.
