LEAD (ADVOCACY) – health and community systems   

 

CONTRACT TYPE:   Maternity leave cover (IMMEDIATELY UNTIL 30 NOV 2024) 

 

REPORTS TO:    HEAD: GLOBAL ADVOCACY  

 

DIRECT REPORTS:   Senior Advisor, health and community systems plus task management responsibilities across a matrixed team.  

 

TRAVEL REQUIRED:   OCCASIONAL-FREQUENT

We are at a pivotal moment for the community response to HIV, facing both significant challenges and important opportunities.   We are looking for  an experienced advocate and manager who is passionate about the role of community systems in achieving our goal of ending AIDS, and has an in-depth understanding of how decision making in both national and global health landscapes can better recognise and fund the essential contribution that community systems make.   In particular you will come to the role with up to date knowledge of, and innovative ideas on, universal health coverage and pandemic prevention, preparedness and response.

KEY RESPONSIBILITIES  

 

  1. ACTION LEADERSHIP AND DELIVERY  

 

  1. Leading, managing and monitoring the delivery of Frontline AIDS 2024 workplan on health and community systems, linked to Action 5 of our Global Plan of Action.  Working closely with the Action 5 team, made up of Frontline AIDS partners and staff, to foster partner leadership while also maximising the added-value of Frontline Global as a global influencer and convenor.     
  2. Collaborate with colleagues across other Actions in our Global Plan, and with our restricted programmes, in order to maximise our impact on health and community systems, and to support broader Frontline AIDS influencing objectives.  

 

2. LEAD GLOBAL ADVOCACY AND COMMUNICATIONS  

  1. Lead and oversee advocacy engagement with key global institutions and processes relevant to the Action 5 workplan and strategy (eg WHO, Pandemic Accord negotiations, Pandemics Fund, Global Fund, UHC2030 etc) and with key governments and donors, in collaboration with colleagues and partners in the Action 5 and wider Global Advocacy Team.    
  2. Work with the Communications Team to develop and deliver communications and campaigns aimed at achieving Action 5 goals.  

 

3. SUPPORT DESIGN AND DELIVERY OF NATIONAL ADVOCACY  

  1. Provide support and accompaniment as needed to Frontline AIDS partners in order to support their national advocacy on health and community systems, including supporting the scale up of advocacy work to ensure that sustainable and inclusive HIV services are recognised as integral to universal health coverage, with full financing by national governments.
  2. Contributing to the delivery of restricted programmes that align to the Action 5 strategy, supporting the development, quality assurance and delivery of programming that aligns closely to the Action 5 priority areas, particularly Universal Health Coverage and domestic financing.
  3. Contribute to the design of proposals for future programmes, as well as to reports for existing donors.   
      
  4. KNOWLEDGE, INNOVATION AND PRODUCT DEVELOPMENT  
  5. Undertake knowledge and research projects that help to achieve advocacy goals on health and community systems and contribute to quality programming and proposal development.    
  6. Build internal systems and cultures that mainstream innovation in our daily work, and work with donors to help attract funding to address specific challenges that require innovation   
  7. Contribute technical expertise in the development of new and innovative products for programming, technical assistance and advocacy.

Expert knowledge of health and community systems and their role in the HIV response, with a good understanding of key related issues including Universal Health Coverage (UHC) and Pandemic Prevention, Preparedness and Response interventions and advocacy  

 

 

EXPERIENCE  

 

Extensive track record in leading successful advocacy and/or campaigns, and in particular of a dvocating at a global level, engaging with governments, UN agencies and donors   

 

Experience of programme or action delivery, with a commitment to working effectively with partners from different countries to deliver high quality advocacy and programming  

 

Experience of programme or proposal design, with a track record of contributing to successful funding bids and preparing funding reports for donors.

Excellent oral and written communication skills in English

Fluency in languages other than English, particularly Spanish and French
