Terms of Reference: Lead writer- Development of the South African Global Fund Request for Funding (1 April 2025-31 March 2028)

Consultant: Lead Writer

  1. Background:

The South African National AIDS Council (SANAC) brings together government, civil society, and the private sector to create a collective response to HIV, TB and STIs inSouth Africa (SA). SANAC released the fifth National Strategic Plan (NSP) for Human Immunodeficiency Virus (HIV), Tuberculosis (TB) and Sexually Transmitted Infections (STIs) in 2023.  The five-year plan (2023-2028) guides the multi-sectoral implementation of strategies to address the impact of HIV, TB and STIs.The NSP also     contribute to the efforts of reaching the health-related and other relevant targets of the Sustainable Development Goals (SDGs), including universal health coverage.


The Funding Request Application Form includes five main sections: 

  1. Section 1: Request for Funding and Rationale

  2. Section 2: Maximizing impact.

  3. Section 3: Implementation

  4. Annexures attached.

Role of the Lead writer

The role of the lead writer is to work closely with the GF CCM request for funding subcommittee, the CCM and the SANAC Secretariat, to participate in consultations and to participate in Technical Task Teams ( TTT) to fully understand the direction and intention of consultations where evidence will be reviewed, priorities identified within what the evidence shows and the details of programme content and implementation arrangements finalised. This will enable the lead writer to write the RFF based on the input from the CCM, consultations and the range of stakeholders that will be tasked with providing input. The lead writer will work closely and manage all the consultants and ensure a well- articulated and evidenced -based narrative of the main document of the RFF with the attachments and appendices.


The main deliverable is a timeously completed high quality GF Request for Funding for HIV, TB and Resilient and Sustainable Systems for Health (1 April 2025 to 31 March 2028) after all relevant consultations have taken place. The Request for Funding has to be written in excellent English, with references as footnotes, all annexes and attachments are formatted and labelled appropriately, must include an abbreviations list and all the relevant chapters as described above.

Other deliverables include:

  • Ensure that the attachments (Programmatic Gap Table(s), Funding Landscape Table(s), Performance Framework and Budget, Sustainability Plan) are cohesive and aligned to what is in the main document.

  • Working with many stakeholders, 

  • Leading the team of consultants

  • Incorporating updated evidence and research into the proposal 

  • Regular feedback to the CCM and RFF sub-committee and ensuring all their inputs are incorporated.

  • Attending and preparing for consultations 

  • Assisting with the development of presentations and communication pieces on progress, ongoing development and refinement of the Request for Funding (RFF) document. 

Scope of work and more detailed deliverables

  • Review of all relevant documents that will be used to inform the Request for Funding and the detail required for all the chapters. This will include ( but not limited to):

    • The GF allocation letter

    • GF policies and guidance documents for applicants

    • The National Strategic Plan for HIV, TB and STIs 2023-2028

    • Mid-Term review of the NSP

    • HSRC Surveys and any other recent survey and evaluations done.

    • Provincial and Multi-sectoral District Implementation Plans for 2025-2028

    • More recent research findings and updates to work done in the NSP e.g., UNAIDS prevention coalition.

    • GF Grant evaluations

    • Current GF grant and all updates of progress (from various oversight and CCM documents)

  • Use information from these documents to prepare an initial programmatic gap analysis and any other extra-ordinary CCM meetings.

  • After CCM input, work with the lead technical team to prepare a combined gap analysis to be used for consultations that will take place as per the work plan.

  • Participate in consultations, dialogues and technical task teams to facilitate discussions and capture input from stakeholders, as per work plan.

  • Work with SANAC Secretariat as the support writers to build their capacity of this team and supervise their input with mentorship throughout the development process.

  • Work with the CCM, CCM Request for Funding subcommittee and CCM Secretariat to understand and assist with the development and ongoing adjustment as necessary of the work plan for the development of the GF Request for Funding.

  • Participate in CCM meetings, GF Request for Funding subcommittee meetings, dialogues/consultations and technical working group meetings to be able to accurately capture the comprehensive overall picture being built up as well as the details in the Request for Funding document.

  • Develop drafts of the RFF and present these to the, CCM Request for Funding subcommittee and other key stakeholders for review and comment, according to the work plan driven by the CCM RFF Subcommittee.

  • Work very closely with the support writer and ensure mentorship and capacity building in this regard

  • Develop final full version of the GF Request for Funding to be sent to the GF by 09 September 2024. The main attachments will be developed by other consultants, but they have to be developed in line with what is in the main document and have to be formatted and aligned with what is in the main document, and this is the responsibility of the lead writer.

  • Prepare presentations and communication pieces to various stakeholders.


  1. Qualifications and experience


  • Post graduate degree in public health, development studies, social sciences or another relevant field. 

  • Extensive knowledge of the HIV and TB epidemics and resilient sustainable systems for health in South Africa

  • Strong understanding of HIV and TB programming, including the need to focus on gender issues, key populations and human rights to meet GF requirements.

  • At least five years’ experience with the participatory strategic planning processes.

  • Experience in leading or being a major contributor to the writing of HIV and TB programme documents. 

  • Previous experience in the writing of Global Fund requests for funding, especially in the new format for applications, will be an added advantage.

  • Proven track record of delivering similar projects timeously to a high standard under tight deadlines.

  • Excellent analytical and strategic programming skills

  • Outstanding communication and facilitation skills

  • Highly proficient in Microsoft word and Excel with excellent attention to details.

  • Excellent proficiency in oral and written English.

  • Ability to work under pressure.

  1. Timelines and commitment:

  • The GF Request for funding will be developed over a period from December 2023 to 09 September 2024. 

  • The level of effort expected is to be a maximum of 100 days. This will spread over the 10 months with some initial work in preparation for the GF CCM meeting in December 2024, then preparation for consultations and then more intense work over April, May and June 2024. 

  • The lead writer will also need to form part of the team that will respond to TRP comments.

  • Note that SANAC is leading the process of RFF development, however several funders will be responsible for payment and contracting of the consultant.

  • It must be noted that a significant amount of travelling within SA will be expected from the successful bidders.


  1. Supervision

The consultant will be supervised by the RFF Lead Co-ordinator and RFF Sub-Committee: who will work closely with the consultant to discuss the work and the review drafts and the final product.

A detailed CV in response to this ToR is due on 11 December 2023 by 09h00 containing all the information required to evaluate the bid against the requirements stipulated in these terms of reference document.   6. Annexure F: Pricing information. Price proposals should include VAT and should be fully inclusive of ALL costs (including travel) to deliver the outputs indicated in the terms of reference. Budget notes should be provided to justify costs.


  1. Criteria for Selection 

The selection of the best offer will be based on the combined scoring method: (the qualifications and experience will be weighted 80%, combined with the price offer, which will be weighted 20%).

  • The CV or Profile demonstrates clear process knowledge and experience for delivering high quality products in line with the ToR (80%).

  • Financial proposal (20%).
