Job Title:

Monitoring and Evaluation (M&E) Officer

Purpose:

 

The Monitoring and Evaluation (M&E) Officer will be responsible for the coordination and implementation of the monitoring, evaluation, and learning framework of programs. She/he will also provide technical assistance to the implementation provinces, particularly in relation to monitoring, reporting, and governance issues. To provide data and M&E administrative support to the Monitoring, Evaluation, and Learning Unit and ensure that all data management is handled efficiently and effectively.

Location:

Centurion, Pretoria 

Main Functions: 

Data Cleaning & Auditing

 

  1. Collect data regularly to measure achievement against the performance indicators

  2. Verify data quality with provinces and partners

  3. Support project progress reporting, project midterm review, and final evaluation

  4. Identify lessons learned and develop case studies to capture qualitative outputs of the project. Provide advice to the supervisor on improving project performance using M&E findings

  5. Data cleaning - second data quality check after capturing at the source.

  6. Training on organizational data quality audit SOPs & templates.

  7. Conduct scheduled and random on-campus data quality audits & capacity development for staff on data cleaning processing & data entry into a central repository.

  8. Produce reports on M&E findings and prepare presentations based on M&E data as required

  9. Provide supervisor with management information as s/he may require

  10. Participate in the review & update of source data collection tools based on programmaticrequirements.

  11. Ensure that quarterly reports are submitted after a minimum of 10% of randomly selected data has been verified & undergone quality audits

Data Analysis & Reporting

  1. Ensure timely collection, review, analysis, and submission of data and narrative reports(weekly, monthly, quarterly, and annually).

  2. Regular update of programmatic implementation output dashboards at Provincial and National levels to allow tracking of activities and progress towards achievement of annual targets.

  3. In collaboration with the Monitoring and Evaluation Lead, compile reports and presentations.

  4. Collaborating with the Monitoring and Evaluation Lead, compiling internal reports for the HIGHER HEALTH Board, Management (MANCO) Operations.

Other related activities

  1. Contribute to the development of a data filing and archiving system within the Programme unit at the Campus, Provincial and national level

  2. Perform other administrative duties as may be required by the DOP

Requirements: 

 

 

 

 

 

 

 

 

   Qualification  

  1. Bachelor’s Degree preferably in M&E, statistics, demography, epidemiology, public health, social science or a related field

    Experience

  1. 3-5 years of hands-on experience in monitoring and evaluation

  2. Experience in Global Fund or PEPFAR monitoring and programming will be an added advantage

  3. Experience in results-based reporting and compilation of donor reports.

  4. Experience in organizing and providing administrative assistance in an office environment

  5. Excellent record-keeping and filing system

  6. Expert handling of data

  7. High level of computer literacy primarily in Microsoft Office Packages (Word, Excel, PowerPoint) Adobe Acrobat and Social Media web platforms

  8. Ability to analyse and interpret data or results in a logical manner

  9. Strong organizational skills that reflect the ability to perform and prioritize multiple tasks seamlessly with excellent attention to detail and deadlines

  9. Flexible working hours including weekends as required
