The Institute of Health Programs and Systems (IHPS) is a South African non-profit company (NPC) born out of the PEPFAR CDC Track 1 transition of the ICAP, Columbia University, Multi-country AIDS Program (MCAP) in South Africa in 2010. IHPS was established with a mission “to strengthen health and development systems through program implementation and partnerships” and, the vision is to ensure “optimal and sustainable health and development outcomes”. IHPS is a current Global Fund (GF) Subrecipient (SR) under the National Department of Health (NDoH), tasked to implement the Tuberculosis (TB) Program in the Johannesburg (JHB) Health District in Gauteng Province (GP) and Kenneth Kaunda District in the North West (NW) Province starting April 2022 ending March 2025. As such, IHPS seeks to recruit for the position outlined below, to be based at Dr Kenneth Kaunda District in the North West (NW) Province.

Purpose of the position

 

The Monitoring and Evaluation Officer (M&E) Officer support the implementation of MERL activities for the Global Fund TB/HIV grant activities. 

 

Key performance objectives

  1. Lead the overall implementation of TB program M&E activities and provide the overall leadership and management of all district program performance reporting, monitoring, and evaluation (M&E).

  2. Work closely with the MERL team, program team leads and data management staff to ensure TB program data management processes and M&E systems are managed in line with Department of Health (DOH) information management guidelines, policies, and procedures as well as Global Fund (GF) reporting requirements.

  3. Report on program performance indicators and monitoring frameworks.

  4. Collate monthly and quarterly progress reporting.

  5. Facilitate training and capacity development for data capturers.

  6. Participate in performance indicators monitoring and data quality audits (DQA). 

  7. Provide inputs towards the monitoring of activities, outputs and outcomes and validity of information. 

  8. Assist with the development and implementation of learning agenda to inform the National Department of Health (NDOH) and other stakeholders about the lessons learned and best practices.

  9. Support the development of work plan and data collection instruments and tracking of progress against the set program targets. 

  10. Provide MERL technical assistance on data analytics, reporting and data utilization for decision making to the district, subdistrict, and facility levels through training, coaching and mentorship. 

  11. Capacity building on existing national health information systems such as EDR. Web, TIER.Net, DHIS, HPRS, etc. to enhance data visibility via dashboards and allow cascade analysis for program improvements. 

  12. Participate in district and subdistrict MERL meetings, workshops and discussions and provide ongoing technical support.

 

Qualifications

  • NQF level 6 or equivalent qualification in M&E, information technology, public health, data management or statistics.

  • Good understanding and experience in using one of the following NDOH information management systems: DHIS, Tier.Net and Electronic Drug Resistance Register (EDR.Web) would be an added advantage.

 

Knowledge, Skills and Experience

  1. At least three years’ experience in HIV and/ or TB programming, with a specific focus on M&E.

  2. Demonstrated experience in data management and reporting systems including tools development, data capturing, analysis and report writing. 

  3. Experience of working in GF, PEPFAR or other donor funded projects is desirable.

  4. Proficiency in Microsoft Packages. 

  5. Proficiency in verbal and written communication skills.

  6. A valid driver’s license is essential

 

Technical Competencies

  1. Experience in program M&E including the development and implementation of M&E plans, systems, procedures, and policies

  2. Experience in managing and building M&E capacity including training, mentoring, coaching and supportive supervision of field-based data management teams

  3. Ability to take initiatives, work under pressure and multitask with minimum supervision
