The Geneva-based International Committee of the Red Cross (ICRC) is a humanitarian organization that provides protection and assistance to people affected by armed conflict and other situations of violence. ICRC employs more than 20,000 staff and is present in 80 countries. The ICRC Regional Delegation in Pretoria is looking for a suitable candidate to fill the following vacancy:

Movement Cooperation Specialist

  

The position is based in Pretoria and covers Angola, Botswana, Eswatini, Lesotho, Malawi, Namibia, South Africa, Zambia, and Zimbabwe. S/he contributes to developing and implementing the regional delegation’s objectives for cooperation with the International Red Cross and Red Crescent Movement (the Movement) in line with the ICRC’s Movement policies and in consultation with the local operating National Societies (NS). S/he contributes to building positive relationships between the ICRC and the other Movement components in the countries of responsibility.

 

Description of the role:

The incumbent performs the following duties:

 

  1. Analyses and summarizes information relevant to the operational partnership between the ICRC and the NSs; identifies gaps in capacity in the field and proposes solutions in line with the global or delegation policy/strategy on Movement cooperation.

  2. Advises counterparts in the NS on strengthening compliance with the Fundamental Principles of the Movement and an approach based on neutral, impartial, and independent humanitarian action; provides support to NSs on their legal basis and statutory matters.

  3. Contributes to analysing Movement dynamics and trends that impact the ICRC`s operations; advises and supports the Head of Regional Delegation on issues related to coordination within the Movement; maintains a good understanding of reputational risks and potential integrity issues affecting the Movement.

  4. Contributes to monthly reporting, and annual planning, including Movement-inclusive planning processes and budget follow-up.

  5. Is responsible for ensuring that the NSs provide operational and financial reports on a regular basis and according to established formats and procedures; provides training and regular coaching in financial management and reporting to NS staff. Provides oversight on NS finances in close collaboration with the Finance and Administration manager.

  6. Leads and coordinates the development of partnership and project agreements with the NSs.

  7. Fosters good relationships with the NSs including engagement with technical departments on cooperation matters and programme management with NSs.

  8. Develops the partnership skills of the ICRC and ensures that all operational staff within the Delegation are aware of the Movement’s activities in the countries covered and that they integrate that knowledge into their plans and operational strategies.

  9. Identifies gaps in capacity in the field and proposes solutions in line with the global or delegation policy/strategy on Movement cooperation.

  10. Conducts field visits for program planning, implementation, monitoring, and evaluation.

  11. Actively participates in NS workshops, seminars, and dissemination sessions; prepares and delivers presentations on agreed topics as required.

Profile - Minimum required qualification & experience:

  1. Bachelor’s Degree in Social Science or equivalent level of studies in or a similar field.

  2. Minimum 8-10 years of work experience in a field relevant to Movement Cooperation (inside or outside the ICRC)

  3. Professional experience in programme management
