PSM Specialist

Nexia SAB&T seeks to secure the services of a qualified PSM Specialist who will assist NDoH as Principal Recipient in Managing the pharmaceuticals and health products (PSM) aspects of the Global Fund grant and ensure compliance with the funder’s requirements. The PSM Specialist to be appointed will report to the Chief Director: National Department of Health Global Fund Program from the commencement date to 30^th of September 2025.  

Responsibilities & Duties  

1. Continually develop and manage implementation of PSM procedures and guidelines for the Chief Directorate.  
2. Ensure all Global Fund requirements of the PSM Plan are met i.e. reporting, coordination, collation and submission of relevant information as required.  
3. Oversee that PSM procedures are in compliance with Global Fund procurement policies, Government of South Africa procurement regulations and with consideration of pharmaceutical regulations in the country.  
4. Monitor timeliness and quality of execution of the procurement process, identify and coordinate resolutions of bottlenecks (including finding ways to accelerate procurement or increase cost-effective of procurement)  
5. Liaise with the relevant stakeholders including the Local Fund Agent and Global Fund on reports submitted by Sub Recipient (SR) implementing PSM activities.  
6. Ensure that the Price and Quality Reporting (PQR) reporting tool is timeously updated with information on products procured by SRs and reported to the Global Fund  
7. Manage PSM financial resources.

Qualification, Skills, Competencies & Experience:  

1. A recognised Four Year Bachelor Degree in Procurement and Supply Management, or Pharmacy or equivalent qualification in Management Science or in health-related field  
2. At least 5 years' experience in managerial position on related field  
3. Experience in dealing with drugs, commodities and health products for HIV/AIDS and TB services is essential.  
4. Previous experience in the development of a GF PSM Plan would be advantageous.  
5. Project Management  
6. Ability to work in a highly pressured environment and driven by a sense of urgency to meet deadlines.
7. Interacting with key players in Health Care and ability to communicate at all levels.  
8. Good    background in turn around and change management strategy
9. A    valid driver's license.
