Remuneration:                           CTC R1 269 366.00 per annum

Isibani Development Partners is a South African-registered NGO, launched in 2011 to become a leading local technical assistance provider, systems strengthening and grants manager for health and social service in Southern Africa. Isibani has been appointed by the National Department of Health to serve as one of the Sub-Recipients (SRs) for the GLOBAL FUND TB/HIV Program in King Cetshwayo (KZN), Ekurhuleni (Gauteng) and UGU districts, from 01 April 2022 to 31 March 2025.    Isibani seeks to appoint a Medical Officer.  

Job Overview:  

The role of the Medical Officer (MO) is to provide clinical oversight on the management of TB (DS and DR-TB) patients including comorbidities with HIV, COVID-19, chronic lung diseases, diabetes. This includes capacity building, clinical audits, ADSM, and supporting the DCXR teams. The MO will report directly to the Program Manager (PM) who will approve plans and monitor progress against targets. In addition, the MO will work closely with the district/ subdistrict TB or HAST Managers and provide reports to the PMand DoH TB/ HAST Managers. The positions will be based at Gauteng and KZN and will support all the Isibani implementing districts (KZN: UGU and KCD, Gauteng: Ekurhuleni district).  

 

Key Responsibilities Include:  

Management

 

  1. Develop a district operational plan with clear timeframes, outputs and responsibilities.   
  2. Conduct regular monitoring and evaluation assessments against project objectives.   
  3. Support the development of district TB programme plans and ensure alignment with project plans.  
  4. Compile project reports and ensure accurate and timely reporting of activities (monthly, quarterly, and final reports) to district management and PD.  
  5. Supervise and provide technical support to the district-based teams.  

Technical

 

  1. Improve quality of TB care by providing training and mentoring of facility staff on clinical care.  
  2.  
  3. Conduct clinical audits in selected health facilities.  
  4. Support the mobile chest x-ray teams with chest x-ray (CXR) reading.  
  5. Support the TB pharmacovigilance programme.  
  6. Strengthen the referral systems within the district to ensure continuous uninterrupted care of patients.  
  7. Strengthen the management of patients with co-morbidities.  
  8. Support the implementation of the CCMDD programme and inclusion of TB medicines in the formularies.  
  9. Conduct mortality audits as required.  
  10. Strengthen patient screening and testing in hospitals and patient flow processes.  
  11. Support the implementation of and monitor adherence to the National TB Infection Control and Core Standards.  
  12. Strengthen household contact screening and testing.  
  13. Provide clinical advice to Health facility staff on the management for difficult or complex TB or adverse events.  

Qualifications and Experience:  

  1. Appropriate qualification that allows registration with the HPCSA as Medical Practitioner. Proof of current HPCSA registration.     
  2. At least 5 years’ experience working in the in public health sector.     
  3. At least 3 years’ experience in large scale project management   
  4. Experience clinical TB and/ or HIV management.   
  5. Clinical DR-TB management would be an added advantage.  
  6. Proficiency with Microsoft Word, Excel, PowerPoint required.   
  7. Experience in stakeholder management.

  1. Good understanding of the TB and HIV, AIDS epidemics in the country.   
  2. Strong project management skills.   
  3. Ability to think strategically, proactively identify barriers and risks, and optimize use of the resources at hand.  
  4. Analytical and problem-solving skills.  
  5. Ability to build, lead, and motivate effective teams.  
  6. Effective delegation to and development of project staff.  
  7. Excellent communication skills (both interpersonal and written).   
  8. Ability to work under pressure.   
  9. Administrative and management skills.
