Health Information Technology Technical Manager

The Health Systems Trust (HST) wishes to appoint a Health Information Technology (HIT) Technical Manager to support various national health information systems implemented in the South African Public Health sector. This is a fixed-term contract position based in Gauteng and is renewable based on continuation of funding.

KEY RESPONSIBILITIES

  • Build and maintain partnerships with the District Managers, District Information Officers, and National/Provincial information technology staff.
  • Provide technical support to the project management team to ensure fulfilment of project objectives and reporting requirements. 
  • Provide high quality services rendered to stakeholders according to HST standards and in line with funder requirements.
  • Compile accurate reports and presentations of project performance that are aligned to work plans and targets. Utilise the tracking and reporting toolsets for planning, monitoring and reporting purposes.
  • Support and maintain the tracking and reporting toolsets
  • Implement quality assurance measures on all work processes and reporting tools.
  • Provide technical support to the project team by documenting good practices for quality improvement. 
  • Support the NDoH Training Manager with the development and system set up of national training efforts on the Health Patient Registration System (HPRS) associated support requirements.
  • Facilitate HPRS access control changes as defined by the national Programme Office.
  • Support project management with administrative functions as required.
  • Ensure the timeous management of project risks and appropriate mitigation strategies.   

 

EDUCATIONAL REQUIREMENTS AND EXPERIENCE

 

  • An appropriate IT-related Bachelor’s degree or Master’s degree.
  • A good understanding of the national public health system, including the South African National Department of Health’s policies, management and health information systems and structures.
  • At least three years’ relevant experience in implementation activities, with emphasis on business management, business analysis, and project management processes.
  • Proficiency in software implementation, IT analysis, and reporting processes.
  • Advanced knowledge about the HPRS-HIS project management systems.
  • At least two years’ experience with the following:
  • Virtual Machine (VM) and virtual environments.
  • Network configuration and set-up.
  • Linux operating system.
  • Experience in providing IT support services in a healthcare and/or related environment.
  • Experience in a software development environment.
  • Performance management experience.   
  • Expertise in training client staff on usage of the IT systems being implemented, evaluating the effectiveness of the system usage, and re-training client staff.
  • Experience of working in a non-governmental environment is recommended.  
  • Communication skills that support giving effective direction, articulating next steps, providing feedback to the donor and client, and sharing good practices for scale-up.  
  • A valid driver’s license and willingness to travel.  

REMUNERATION

The salary package for this position is based on HST's Job Grading system, and commensurate with qualifications and experience.
