Call for Chief of Party and Technical Leads, Resilient Cities Limpopo Activity  

Overview

Project Description:   

The five-year USAID Resilient Cities Limpopo Activity will increase access to safely managed and reliable critical services for urban residents in the Limpopo River Basin. The activity will achieve this through facilitating improved access to safely managed drinking water and sanitation services, increased solid waste recovery and recycling to promote circularity, improved municipal financial management for climate-resilient service delivery, and increased urban resilience capacity against climate change.     

 

Deloitte is seeking qualified candidates for the following 5 positions:

 

Chief of Party

Position Description: 

Deloitte is seeking a Chief of Party (COP) for the Resilient Cities Limpopo Activity. The COP’s role consists of managing a range of activities, with numerous counterparts and participants, and with primary responsibility for the completion of all deliverables and ensuring timely reporting to USAID. The COP will be positioned in Pretoria, South Africa.

Responsibilities:

Responsibilities include, but are not limited to:

  1. Providing overall vision, management, and strategic leadership.
  2. Identifying adjustments in scope and operations to ensure that the project adapts to changes in need and context.
  3. Supervising and empowering all personnel.
  4. Serving as the principal liaison with USAID staff, institutions, and client partners to exchange information and develop professional relationships and partnerships, including and not limited to Governments of South Africa, Botswana, and Mozambique.
  5. Effectively communicating in large public settings, as well as with senior government officials.
  6. Ensuring coherence and consistency under tight deadlines, including quality control, timeliness of all deliverables, and exceeding expectations within budget.
  7. Ensuring that managerial, administrative, and financial procedures comply with USAID policies and procedures, including preparation or supervision of work plans and financial, logistical, and other documents.
  8. Ensure cross-cutting topics such as gender, youth, responsible digital technologies, and climate change are integrated into the project.

Qualifications:

Minimum Qualifications Requirements:

  • Bachelor’s degree and 15 years of progressively responsible international development experience or Master’s degree and 10 years of progressively responsible international development experience.
  • Background in technical disciplines such as: water and sanitation services, solid waste management, municipal financial management, circular economy, urban water management, climate resilience and/or other relevant technical area.
  • Proven leadership in the design, management, and implementation of similar sized programs.
  • Demonstrated ability to manage, coordinate, and motivate multi-cultural, multidisciplinary teams across multiple countries.

 

 

Preferred Qualifications:

  • Demonstrated experience managing USAID or similar programs in Africa.
  • Progressive management experience in one or more technical disciplines such as: water and sanitation services, solid waste management, municipal financial management, circular economy, urban water management, climate resilience and/or other relevant technical area.
  • Experience in municipal reform and/or municipal service delivery improvement. 
  • Extensive experience working with counterparts at various levels of government, private sector leaders, and other stakeholders in providing multi-faceted support for civil society engagement, capacity, and participation.

 

Water and Sanitation Service Delivery Improvement Lead  

 

Position Description: 

Deloitte is seeking a Water and Sanitation Service Delivery Improvement Lead, who will be responsible for managing a range of activities, with a primary responsibility for leading the objective outcomes for water and sanitation activities on the program. The position will be based in Pretoria, South Africa. 

Responsibilities: 

Responsibilities include, but are not limited to: 

  • Managing and supervising the work of project personnel, consultants, and subcontractors involved in the execution of strategies that strengthen municipal water services. 
  • Build trusting relationships with municipal and other local stakeholders, and drive the day-to-day work on the ground related to municipal strengthening Designing and overseeing the execution of strategies that enhance municipal planning, budgeting, procurement, and reporting capabilities. 
  • Manage the improved viability of water and sanitation service provision. 
  • Oversee the increased capacity of municipalities, utilities and national governments to efficiently manage water and sanitation systems. 
  • Supporting improvements to source water protection and water resource management. 
  • Increasing community awareness of conservation and willingness to pay for services. 

Qualifications

Minimum Qualifications Requirements: 

  • Minimum Education: B.S. or B.A. degree in civil engineering, urban planning or public administration; or related fields. 
  • A minimum of 7 years of experience with government development and strengthening, preferably with a focus on municipal services strengthening in South Africa, Botswana and/or Mozambique. 
  • Experience working in water and sanitation management, infrastructure development, stakeholder engagement and various levels of government in South Africa, Botswana and/or Mozambique.  

 Preferred Qualifications: 

  • Demonstrated experience in management or advisory roles on USAID or other donor-funded similar programs in Africa. 

Solid Waste Recovery and Recycling Lead  

Position Description: 

Deloitte is seeking a Solid Waste Recovery and Recycling Lead, who will be responsible for managing a range of activities, with primary responsibility for leading the objective outcomes for solid waste recovery and recycling activities on the program. The position will be based in Pretoria, South Africa. 

Responsibilities: 

Responsibilities include, but are not limited to: 

  1. Managing and supervising the work of project personnel, consultants, and subcontractors involved in the execution of strategies that strengthen municipal solid waste recovery and recycling services.  
  2. Designing and overseeing the execution of strategies that enhance municipal planning, budgeting, procurement, and reporting capabilities. 
  3. Build trusting relationships with municipal and other local stakeholders, and drive the day-to-day work on the ground related to municipal strengthening. 
  4. Managed the increase of private sector investment to improve the recycling value chain. 

Qualifications

Minimum Qualifications Requirements: 

  1. Minimum Education: Bachelor's degree in Environmental Science, Engineering, or a related field.  
  2. Minimum of 7 years of experience in solid waste management, recycling, or environmental sustainability, or related field. 
  3. In-depth knowledge of solid waste recovery and recycling processes, technologies, and industry trends in South Africa, Botswana and/or Mozambique. 
  4. Strong project management skills with the ability to plan, execute, and monitor complex projects. 
  5. Excellent communication and interpersonal skills, with the ability to effectively engage with stakeholders at all municipal levels. 
  6. Familiarity with relevant environmental regulations and permitting requirements in South Africa, Botswana and/or Mozambique. 

 Preferred Qualifications: 

  • Demonstrated experience in management or advisory roles on USAID or other donor-funded similar programs in Africa.

Municipal Financial Management Lead  

 

Position Description: 

Deloitte is seeking a Municipal Financial Management Lead, who will be responsible for managing a range of activities, with and with primary responsibility for leading the objective outcomes for municipal financial management activities on the program. The position will be based in Pretoria, South Africa. 

Responsibilities: 

Responsibilities include, but are not limited to: 

  1. Managing and supervising the work to provide technical assistance to municipalities in strengthening municipal budgeting, increase capacity for budget execution and improve municipal revenue management.  
  2. Ensuring that all project assistance is technically sound and appropriate. 
  3. Designing and overseeing the execution of strategies that enhance municipal planning, budgeting, procurement, and reporting capabilities. 
  4. Build trusting relationships with municipal and other local stakeholders and drive the day-to-day work on the ground related to municipal strengthening. 
  5. Support to municipalities to build bankable, feasible pipeline of waste, water, sanitation and resilience projects. 

Qualifications

Minimum Qualifications Requirements: 

  1. Minimum Education: B.S. or B.A. degree in municipal strengthening, democracy and governance or other related fields include urban planning or public administration. 
  2. A minimum of 7 years of experience with government development and strengthening, preferably with a focus on municipal services strengthening in South Africa, Botswana and/or Mozambique. 
  3. Experience working in local governance operations, public policy and engagement and public financial management. 
  4. Experience in municipal budgeting, budget execution, revenue mobilization and management, and capital investment planning. 

 Preferred Qualifications: 

  1. Demonstrated experience in management or advisory roles on USAID or other donor-funded similar programs in Africa. 

Urban Resilience Lead  

 

Position Description: 

Deloitte is seeking an Urban Resilience Lead, who will be responsible for managing a range of activities, with primary responsibility for leading the objective outcomes for urban resilience activities on the program. The position will be based in Pretoria, South Africa. 

Responsibilities: 

Responsibilities include, but are not limited to: 

  1. Leading the improvement of municipal capacity for air pollution reduction to support healthy communities. 
  2. Managing the improvement of municipal capacity to identify and implement nature-based solutions for urban resilience. 
  3. Identify and implement nature-based solutions in urban planning, engaging communities, and stakeholders to prioritize resilience needs, accessing funding opportunities, and fostering international cooperation for holistic watershed management. 
  4. Compile localized data to inform effective urban resilience actions, assisting municipalities in leveraging financing mechanisms and developing financial strategies for sustainable implementation of resilience interventions. 
  5. Monitor and evaluate the effectiveness of interventions, staying updated on emerging trends and best practices, and communicating findings to inform decision-making and policy development. 
  6. Collaborate with existing projects and organizations to leverage resources and expertise, foster innovation in financing mechanisms, and promote inclusive and sustainable urban development in the face of a changing climate. 

 

Qualifications

Minimum Qualifications Requirements: 

  1. Bachelor's degree in Environmental Science, Urban Planning, Climate Change, Public Health, or a related field.  
  2. A minimum of 7 years of experience in urban resilience, climate change adaptation, air quality management, or related fields, with a focus on program management and capacity building. 
  3. In-depth knowledge of climate change impacts, adaptation strategies, air pollution sources, and mitigation measures in urban areas. 
  4. Strong project management skills with experience leading multidisciplinary teams and managing complex projects. 
  5. Experience working in Southern Africa and familiarity with the social, economic, and environmental context of the region. 

 

 Preferred Qualifications: 

  1. Demonstrated experience in management or advisory roles on USAID or other donor-funded similar programs in Africa.
