Background:

Isibani Development Partners is a South African-registered NGO, launched in 2011 to become a leading local technical assistance provider, systems strengthening and grants manager for health and social service in Southern Africa. Isibani is appointed by the National Department of Health to serve as one of the Sub-Recipients (SRs) for the GLOBAL FUND TB/HIV Program in Ekurhuleni district (Gauteng Province), King Cetshwayo and UGU health districts (Kwa-Zulu Natal Province), from 01 April 2022 to 31 March 2025. Isibani seeks to appoint a GIS OfficerThe position will be based in Gauteng.

Job Overview:

The GIS officer overall responsibility will include mapping of all intervention activities in the grant. He/she will be expected to develop systems for generating program data for reporting, generate pre- and post-impact activity data and maps, liaise with surveillance bodies to verify effect on grant activities, maintain data collection systems, and provide Monitoring, Evaluation, Reporting and Learning (MERL) manager with solutions to address data collection challenges. The position is responsible for planning, designing and implementation of information management systems to support the overall program goals and objectives.

 

Key responsibilities include but are not limited to the following:

  1. Planning, designing, and implementing data management systems to support the project goals and objectives, including identifying missing TB/DR TB patients in the target districts, improving the quality of care for TB and TB/HIV patients, and accelerating access to quality drug-resistant TB management. 

  2. Strategically placing mobile DCXR Vans and TB support officers for community TB screening by mapping and identifying high TB burden areas across the three supported districts, ensuring optimal utilization of the DXCR van.

 

Key Performance Areas:

 

  1. GIS Data Management:

    • Collect, organise, and manage spatial data from various sources.

    • Ensure the accuracy, completeness, and integrity of GIS databases.

    • Develop and maintain data documentation and metadata.

    • Streamline data management systems, ensuring accurate collection, analysis, and reporting of program data. 

 

  • Develop, implement, and maintain geospatial databases/systems as well as support TSO community component, thereby improving TB case finding and treatment outcomes.

  • Organise logistics of software and hardware for data management 

  • Manage the information dashboard including internal and external dissemination of dashboard result.

  • Provide relevant strategic information for evidence-based programmatic and strategic decision-making.

 

  1. Spatial Analysis:

    • Conduct spatial analysis to identify patterns, trends, and relationships within geographical data.

    • Perform geospatial modelling and create thematic maps to support the TB program planning and implementation.

 

  1. Mapping and Visualisation:

    • Create maps and visualisations using GIS software.

    • Design and produce cartographic products for reports, presentations, and publications.

    • Develop interactive maps and web-based GIS applications for data dissemination.

 

  1. GIS Application Development:

    • Assist in the development and customisation of GIS applications and tools.

    • Provide technical support for GIS software and applications used by Isibani staff.

 

  1. Training and Capacity Building:

    • Provide training and technical assistance to staff on GIS concepts, methods, and tools.

    • Develop training materials and conduct workshops to enhance GIS skills within the organisation.

 

  1. Collaboration and Coordination:

    • Collaborate with program managers and other stakeholders to identify GIS requirements and priorities.

    • Coordinate GIS activities and initiatives across different departments or projects.

    • By liaising with surveillance bodies, such as the National Institute for Communicable Diseases and district health departments, the GIS Officer will strengthen partnerships and validate the effectiveness of our grant activities. 

    • Generating impact maps and providing feedback to key stakeholders to foster transparency and accountability. 

    • Interact with other implementing organisations to share key lessons and good practices for improved data collection and management.

    • Conduct any other duties as assigned by Isibani Management.

 

 

  1. Quality Assurance:

    • Implement quality assurance procedures to ensure the accuracy and reliability of GIS data and analysis.

    • Perform data validation and verification processes to maintain data quality standards.

 

  1. Documentation and Reporting:

    • Document GIS methodologies, procedures, and workflows.

 

  • Prepare technical reports, presentations, and visualizations to communicate GIS findings and insights.

 

Qualifications & Experience:

 

  1. Geographic information system (GIS) management or related diploma.

  2. Master’s degree in public health will be advantage. 

  3. Demonstrated work experience in GIS management is required.

  4. Advanced qualification in GIS, information management and technology would be advantageous. 

  5. Proven experience in GIS data management, analysis, and visualization.

  6. Proficiency in GIS software such as ArcGIS, QGIS, or similar tools.

  7. Experience of working in donor funded NGO environment is preferred. 

  8. Knowledge and experience of DOH data management systems.

  9. A valid South African Drivers' license.

 

Knowledge, Skills, and Competencies 

  1. Excellent report writing and presentation skills.

  2. Good analytical and problem-solving skills. 

  3. Pay attention to detail.

  4. Good interpersonal skills.

  5. Computer literacy and ability to work on different Microsoft packages (Word, Excel, Outlook Express, PowerPoint, etc.)
