Job Title:

Liaison Co-ordinator (GF)

Purpose:

Technical leader and resource in fostering and sustaining relationships with key stakeholders, implementation experience and ability to manage a target-driven implementation agenda, provide innovative technical solutions when necessary, monitoring skills, and the ability to meaningfully contribute to the Global Fund Adolescent Youth Population project and activities.

Main Functions:

1. Technical & Strategic Leadership

 

  1. Provide technical guidance and appropriate, feasible, and implementable recommendations to the National AYP Manager and sub-district programme staff 

  2. Provide direction in the implementation, monitoring, and evaluation of AYP sub-district  activities, and interventions

  3. Provide oversight to and guidance to sub-district staff to guide project implementation

  4. toward reaching the annual targets assigned by the PR

  5. Work closely with other units within Higher Health offices to optimize opportunities for cross-sectoral integration and leverage resources across different program components

  6. Work with the Clinical Team Lead to ensure adequate planning towards uninterrupted availability of key clinical commodities

  7. Provide technical leadership in quality and performance improvement and work with key stakeholders to improve the quality of campus-level services by applying evidence-based guidelines, approaches, and tools

  8. Liaise with the other technical advisors to institutionalize and scale up quality improvement for service delivery

  9. Regularly liaise with AYP manager and assigned PR to update on project activities, successes and bottlenecks

  10. Proactively performance manage human resources – including staff supervision, staffing and skills gaps

  11. Provide advice and guidance to other AYP colleagues on how best other program components can contribute to ensure an effective service cascade

  12. Work with the Monitoring & Evaluation Team to advise on the development or acquisition of tools that support continuous learning and to further improve and evolve the AYP programme database and data management capability related to key activities

  13. Advise on targeted analyses of data to inform activity planning and implementation 

  14. Provide technical and strategic leadership in the preparation of key annual and mid-term planning and reporting documents and support the annual budget preparation process

2. Stakeholder and Relationship Co-ordination

 

  1. Develop, sustain and nurture a strong relationship with GF Principal Recipient assigned to oversee sub-districts

  2. Develop relationships with various sections within the PR management structure essential to delivering sub-district programme outputs

  3. Develop and nurture relationships with strategic GF sub-recipients and other implementing partners 

  4. Identify and nurture relationships with key institutions, government and community stakeholders essential to project outcomes 

 

3. Program / Project / Activity Management

 

  1. Keep the National AYP manager informed regularly of program implementation progress, results, and bottlenecks on a timely basis

  2. Manage and ensure the procurement of human and job-related resources for smooth project implementation 

  3. Participate in and ensure the effectiveness of Quality Improvement and other field visits to improve service delivery quality 

  4. Organise new staff introductions and orientation at institutions of Higher Learning 

  5. Organise site visits for visiting delegations 

  6. Play a leading role in advising project staff on quality assurance/improvement methodologies and techniques to improve/sustain performance 

  7. Manage specific and targeted interventions 

  8. Ability to manage multiple stakeholders and activities well simultaneously and prioritise outputs

 

4. Representation & Reporting

 

  1. Represent Higher Health’s AYP programme at designated national, regional, and provincial meetings, particularly those relating to key stakeholders

  2. Serve on technical working groups and related committees, as assigned

  3. Respond to a wide range of work-related requirements including responding to requests for information from the PR and partners

  4. Establish strategic working relationships with senior host-government officials at the district level, donor agencies, civil society organisations, private sector counterparts to enhance the sharing of information on Higher Health and the AYP Programme including changes in key policy, legal, and regulatory environments that could affect the implementation of programs, projects, and activities

  5. Be the inhouse subject matter expert on AYP technical priorities

  6. Represent Higher Health in policy, strategic, and technical engagements with relevant district government, bilateral and multi-lateral partners and donor agencies and civil society to address technical issues and coordinate the implementation of AYP activities

  7. Work with the government and other donors to ensure a well-coordinated approach to service delivery at institutions of higher learning

  8. Prepare and deliver presentations using a variety of digital platforms

 

 

Requirements:

Qualification

  1. College diploma or University Bachelor’s degree (NQF 7) or equivalent

  2. University Honours degree (NQF 8)

Experience

  1. 3 years’ work experience project management

  2. 3 years’ working in an NPO or similar non-profit sector organization

  3. 1-2 years’ experience implementing HIV programmes in a donor environment 

  4. Experience in stakeholder management 

  5. Sound report writing experience

  2. The ability to apply problem-solving techniques to identify and resolve issues in the best interests of all stakeholders

  5. Understands how the organisation functions and has knowledge of the systems, procedures, information sources and financial priorities and how these relate to each other
