mothers2mothers (m2m) is an African Primary Health Care organisation that employs women living with HIV as community health workers across 10 African nations. These “Mentor Mothers” deliver integrated health services at clinics and in communities to ensure everyone, everywhere has access to the services they need to be healthy and stay in care. Over the next five years, this proven, peer-led model is being scaled up to double down on ending HIV, as well as to tackle new health challenges and reach more people—all with the aim of building a fairer, healthier future. Since its creation in 2001, m2m has created jobs for nearly 12,000 women living with HIV in sub-Saharan Africa and, together, they have reached over 15M people with critical health services and education. In 2021, m2m reached over 1.6M people across 10 African nations, including 402,616 adolescents (ages 10-19)—51% more than the year before. m2m also advanced the Global Goals of ending HIV/AIDS by 2030—by achieving virtual elimination of mother-to-child transmission of HIV among its enrolled clients for the eighth consecutive year, and meeting all of the ambitious UNAIDS Fast-Track Targets among its clients four years ahead of the 2026 target date. Programme Manager
The project, USAID South Africa ACCELERATE 1 (TB High Burden), whereby mothers2mothers (m2m) is a sub-awardee under the Aurum Institute, aims to accelerate TB elimination through targeted technical support at the national level and tailored technical and direct support at the provincial and district levels, within communities and respective health care facilities where the TB burden is high, namely Gauteng (Tshwane and Sedibeng districts), and KwaZulu-Natal (Amajuba and UThukela districts).
The incumbent is responsible for the coordination and implementation of the SA ACCELERATE direct service delivery (DSD) programme in two provinces, namely Gauteng and KwaZulu-Natal in line with m2m’s programmatic and operational standards. The incumbent will be responsible for oversight of project staff, project work planning and budgeting, monitoring project performance and spend, coordination of and collaboration with project partners, and drafting donor reports. With technical input from the Senior Programme Manager, the incumbent will ensure the integrity of programme implementation, will support donor and stakeholder engagements, and serve on technical working groups or outside fora. The incumbent will work closely with the SI Manager and project team to implement QA/QI interventions and data-driven decision making sure targets are met and share lessons learned, best practices, and project updates with the funder and m2m Head Office staff.
This position is based in Gauteng, and reports to the Senior Programme Manager.
Key Performance Areas:
Programme implementation
- Support the TB programme portfolio, including management of community-based programming and ensuring adequate coverage in the two provinces to achieve agreed donor targets.
- Lead project implementation and ensure attainment of targets and milestones as agreed with the Aurum Institute.
- Use program data to guide development and implementation of high-performance strategies.
- Lead the implementation and tracking of the project quality improvement plan ensuring high performance across all project sites and Community Peer Mentors
- Lead workplan development, monitoring and achievement of project milestones, and project reporting in line with donor and organisational requirements.
- Lead workplan and operational plan implementation through regular tracking and reporting
- Facilitate implementation and cascading of programmatic innovations, including hybrid/virtual service delivery approaches and evidence-based interventions using applicable technology.
- Lead the implementation of quality assurance/quality improvement (including joint supervisory systems) with district-based Community Coordinators in collaboration with relevant Head Office (HO) departments.
- Co-design and execute effective plans/strategies to support donor-led audits, progress reviews, and quarterly reporting, in collaboration with relevant project staff and other stakeholders.
- Draft and complete reporting, including donor reports, as per the award milestones and internal requirements.
- Support programmatic aspects of project evaluations and knowledge management in collaboration with project and external stakeholders, including relevant HO departments.
- In consultation with the SPM, direct and responsibly manage use of project resources and finances in line with implementation plans and within approved budgets and evolving strategies in adherence to applicable organisational and donor policies and procedures.
- Support the design and implementation of strategies, processes, tools, and virtual/hybrid systems for capacity building of frontline cadres (approx. 100 implementers in four districts).
- Perform other managerial duties as assigned.
Supervision
- Ensure robust line
- management of direct reports and the application of the m2m performance-based procedures and systems.
- Provide ongoing coaching and mentorship of project teams and ensure high levels of motivation and productivity for large team of frontline workers (approximately 100).
- Ensure adequate project implementation controls, processes and procedures to promote compliance and stewardship of human/financial resources.
- Promote a values-based culture amongst direct reports
Stakeholder engagement
- Development and management of a community stakeholder matrix across the four project districts, including representation of m2m at key strategic forums as delegated.
- Provide input into and support preparations for high-level site visits as required.
- Maintain and grow stakeholder relationships, including representation of the organisation in technical working groups as delegated
Qualifications and Experience:
- A Nursing Diploma/degree is a prerequisite for this role
- Additional qualifications in Public Health, Social Sciences are an added advantage
- 10 years relevant experience in project management, preferably in TB, RMNCH, HIV or other relevant public health/social science programmes
- Demonstrated experience in USAID/PEPFAR project implementation, and experience working with other donors
- Strong working knowledge and understanding of community-based approaches of TB programming and clinical TB management
- Extensive knowledge of South Africa’s health care systems
- Background with management of community programmes and community cadres
- Sound understanding of M&E principles and processes
- Demonstrated ability to design and lead the execution of efficient support systems including creating programme, operational, tracking and evaluation support tools
- Demonstrated experience in design and implementation of Quality Assurance and Quality Improvement (QI) projects particularly for TB using the relevant QI methodology
- Understanding of the TB health systems and challenges in South Africa
- Demonstrated experience providing technical support to different stakeholders including implementing partners and governmental departments
- Applied knowledge of financial management and human resource management
- Proficiency in Microsoft Office suite
- Valid driver’s license
