Nexia SAB&T seeks to appoint a dynamic individual on a fixed term contract in Pretoria to assist the Assist the Global Fund Monitoring, Evaluation, Reporting and Learning Unit within the National Department of Health Project Management Unit to collate, analyse and interpret TB/HIV data from various national health information systems such as Tier.Net, EDRweb, WebDHIS2 and other health information systems to ensure that informed decisions are made based on integrated data and to track that grant funds are spent optimally.

 

Responsibilities & Duties

Ensure data integration from various information systems to track grant performance.

  1. Extracting and integrating TB/HIV data from various national health information systems such as Tier.Net, EDRweb, WebDHIS2 and other health systems to drive grant optimization and improvement.

  2. Creating new, experimental frameworks to collate and integrate data from multiple sources.

  3. Acquire data from primary or secondary data sources and maintain databases/data systems for the grant.

Performing statistical analysis of TB/HIV data for decision-making.

  1. Using predictive models and analyzing TB/HIV data to unearth trends and patterns.

  2. Filter and clean data by reviewing computer reports, printouts, and performance indicators to locate and correct code problems.

  3. Interpret data, analyze results using statistical techniques and provide ongoing reports.

  4. Build and share data visualizations and self-serve dashboards.

System enhancement and development

  1. Enhancing existing electronic web-based tools to automate grant-related data.

  2. Develop and implement web-based databases, data collection systems, data analytics and other strategies that optimize statistical efficiency and quality.

Data visualizations and reporting

  1. Develop processes and tools to monitor and analyze model performance and data accuracy.

  2. Develop dashboards to visualize program performance.

  3. Generate customized reports for grant and stakeholders.

Capacity building and collaboration

  1. Work with management to prioritize information needs and to identify opportunities for leveraging data to drive developmental solutions.

  2. Working closely with the Monitoring, Evaluation Reporting and Learning team at the National Department of Health Global Fund cluster.

  3. Conduct trainings on data analytics and visualization.

  4. Develop trainings resources for staff.

 

Qualification, Skills, Competencies & Experience:

INHERENT REQUIREMENT OF THE JOB (Competency profile)

 

KNOWLEDGE 

  1. Knowledge and understanding of the legislative framework governing the Public Service. 

  2. In-depth knowledge of health-related software packages such as Tier.Net, EDRweb, WebDHIS2 and other health information systems.

  3. Knowledge of public health (especially HIV/AIDS and TB) programs.

  4. Knowledge of Monitoring, Evaluation, Reporting and Learning principles and their application.

  5. Knowledge of data management disciplines including data integration, modelling, optimization and data quality or any other areas directly relevant to data engineering responsibilities.

  6. Knowledge of systems development and programming on SQL, Azure, Python, R, Scala and others.

  14. Attention to detail as data analysis and reporting must be precise.

  15. Valid driver’s license needed and must be willing to be flexible working hours and willing to travel.

 

LEARNING FIELD AND INDICATORS

Qualifications

Bachelor's degree in computer science, Health Informatics, Information Management or Statistics, data management, information systems, information science or a related field is required.

 

Proven relevant experience of not less than 5 years in: 

  1. Systems development and programming.

  2. Data integration, modelling and management.

  3. Monitoring, Evaluation, Reporting and Learning principles and their application.

  4. Data analytics, including data mining, evaluation and visualization.

  5. Technical writing experience in relevant areas, including queries, reports, and presentations.

  6. Communicating complex data in a simple, actionable way.

  7. Machine learning and AI.

  8. Big data technologies and management.

  9. Ability to work independently and with team members from different backgrounds.
