Job Grade
JOB PURPOSE
To create and implement sustainable developmental and entrepreneurship interventions through the conceptualisation, delivery, monitoring and evaluation of all socio-economic programmes and funding through various partnerships. In addition, the Socio-Economic Development Programmes Head coordinates identified partnerships and stakeholder agreements and manages outsourced service provider relationships and deliverables.
Key Performance Areas Objectives
Conceptualise, track, monitor, and evaluate socio-economic development programmes
•To define, strategically position, and develop a socio-economic development programmatic approach for KT.
•To develop KT's competitive advantage and industry-based accepted good practices in socio-economic development.
•To develop and implement a business support model for enterprise development.
•To implement programme management tools, processes for systematic and coordinated programme effectiveness.
•To create sustainable small and growing businesses in predetermined sectors in accordance with the organisations overall strategy.
•To research programme concepts and industry understanding in order to conceptualise and develop socio-economic development programme frameworks and content.
•To consolidate, track and report on the implementation of all socio-economic development programmes, including financial management of programmes.
•To create criteria for termination of programmes and other standards.
Fund Management
•To develop and implement a funding support model for enterprise development.
•To develop a funding model to support the effective implementation and dispersion for funds as well as leverage existing products.
•To obtain funding and raise capital for the KT ESD Fund to support its initiatives.
Partnership & stakeholder management and alignment
•To develop, manage and sustain all socio-economic development funding and implementation partnerships for optimal programme delivery.
•To manage and monitor key stakeholder engagements in relation to socio-economic development programme delivery and effectiveness.
•To ensure ongoing marketing of KT's socio-economic programme and link to economic transformation.
•To create the successful unlocking and building networks to sustain partnerships for technical support and market access to sure
Service provider management
•To develop appropriate service provider contracts for socio-economic development, negotiated for the benefit of KT
•To manage and monitor the delivery of outsourced service provider work
Effective internal management
•Complying with internal processes and systems.
•Contribute to the functionality of all internal management structures through the distinction of strategic and operational discussions.
•Interpret the Kagiso Trust strategy and implementation to all staff
People Management
•To develop and retain competent staff by mentoring and coaching, conducting regular performance management, providing sufficient training and development initiatives and rewarding and recognising good performers.
•Carry out the efficient and effective management of employees to ensure delivery of SED strategy and outcomes.
•Promote a culture that reflects and rewards productivity and results, team orientation and employee well-being.
BASIC REQUIREMENTS FOR THE ROLE Formal
Formal Qualification/Degree
University degree in a management discipline
Work Experience (What kind of experience is needed in order to do this job?)
10 years’ experience in enterprise development and fund management
Expertise in socio-economic development design and delivery
Expertise in fund management
Experience in implementing and working on complex programmes
Leadership and management experience with a team managing diverse programmes
Job Related Knowledge (knowledge of systems, processes, regulations or law)
Expert understanding of enterprise development fund management and business support
Understanding of SMME development and legislative framework
Strong development policy appreciation, particularly in socio-economic transformation
Knowledge of budgeting, procurement and resource allocation procedures
Excellent understanding of financial processes and controls
Knowledge of techniques for planning, monitoring and controlling programmes
