Isibani Development Partners is a South African-registered NGO, launched in 2011 to become a leading local technical assistance provider, systems strengthening and grants manager for health and social service in Southern Africa. Isibani is appointed by the National Department of Health to serve as one of the Sub-Recipients (SRs) for the GLOBAL FUND TB/HIV Program in Ekurhuleni district (Gauteng Province), King Cetshwayo and UGU health districts (Kwa-Zulu Natal Province), from 01 April 2022 to 31 March 2025. Isibani seeks to appoint a Technical Program Manager. The position will be based at head office, Pretoria.
Job Overview:
The Program Manager is responsible for coordinating all the activities of the NDoH Global Fund (GF) TB Project. He/she provides leadership, oversight and technical support to all the GF supported districts to ensure that the project achieves its goals. This position requires a deep understanding of the public health system, public health knowledge, project management, quality improvement knowledge and experience as well as excellent analytical, interpersonal, organizational, organizational, communication skills and the ability to exercise own discretion.
Key Responsibilities Include:
Technical / Management
- Provide overall technical leadership and direction to all project elements (ACSM, Clinical, Programmatic, M&E).
- Lead the development of the program Annual work plan, training plan and district work plans.
- Provide direct supervision to the designated districts staff
- Develop innovative technical strategies for improving impact of Global Fund TB investments.
- Coordinate with NDoH and Districts departments of health on the identification of project technical assistance needs required to achieve the expected outputs of the contract.
- Develop suitable scopes of work, and execution of technical assistance contracts.
- Determine all training, technical needs and identifying suitable opportunities to support each component of the project.
- Ensuring that technical and field staff prepare and update performance data on a regular basis.
- Provide technical oversight in the development and roll out of strategies to integrate TB, HIV and Non-Communicable diseases.
- Oversee the annual project planning cycle which formulates comprehensive annual work-plans and budgets in accordance with the NDOH annual planning cycle.
- Prepare monthly, quarterly and annual project activity reports as specified in the contract.
- Conduct site visits to the districts and service delivery points
- Produce monthly Project Activity Calendar and weekly brief project updates
Required Knowledge, skills, and abilities
- Sound knowledge of TB, DR-TB, TB/HIV and Quality Improvement methods
- Knowledge of the SA Health System (provincial, district, sub-district and facility)
- Knowledge and experience of Department of Health (DOH) data management systems
- Experience in implementing capacity building techniques/strategies
- Proven technical report writing and presentation skills

- Ability to work in a high-profile, highly pressured environment
- Good interpersonal skills
- Project management skills including adherence to project timelines and budgets
- A valid South African Driver’s License
- Computer literacy with ability to work on different Microsoft packages (Word, Excel, Outlook, PowerPoint etc.
Qualification and Experience
- Bachelor’s degree or Advanced Diploma/equivalent NQF 7 Qualification in Management, Business, Public Service Administration or Public Health
- Master’s in Public health will be an added advantage
- At least 5 years’ experience in Public Health preferably in TB and HIV
- 7 years in management experience
