Monitoring and Evaluation form a vital part of our operations and allow us to measure the impact of our grants, operations, and projects. It ensures accountability to our funders and stakeholders.
Digify Africa seeks to employ a full-time Monitoring and Evaluat ion Officer to run all aspects of our M&E. The Monitoring and Evaluation (M&E) Officer will be responsible for the design, coordination and implementation of the monitoring and evaluation, research, and learning framework of the organisation. They will develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the Programmes.
The key duties and responsibilities include but are not limited to:
Setting up the system
- Assist in the development and/or finalisation of the Project Work Plans and keep it updated with project activities and timeframes as relevant.
- Develop and/or update the theory of change and M&E plan for each programme.
- Develop baseline data for each project component and for all project indicators.
- Develop the overall framework for project M&E, for example, mid-term project review, impact assessment, and final evaluation, and develop a project Performance Monitoring Plan with relevant data collection systems.
- Review the quality of existing data in the project subject areas, the methods of collecting it, and the degree to which it will provide good baseline statistics for impact evaluation.
- With collaborating team members, review existing approaches and management information systems and agree on any required changes, support and resources.
- Develop a plan for project-related capacity-building on M&E and for any computer-based support that may be required.
- Organise and undertake training with collaborating team members on M&E as required.
Implementation of M&E and coordination:
- Collect data regularly to measure achievement against the performance indicators.
- Check data quality with team members
- Maintain and administer the M&E database; analyse and aggregate findings.
- Support project progress reporting, project mid-term review and final evaluation.
- Identify areas where technical support to project partners is required. Organise refresher training on M&E for team members as required.
- Identify lessons learned and develop case studies to capture qualitative outputs of the project. Provide advice to the supervisor on improving project performance using M&E findings.
Communication
- Produce reports on M&E findings and prepare presentations based on M&E data as required.
- Provide the Head of Project and team members with the required management information.
- Check that monitoring data are discussed in appropriate forums and in a timely fashion in terms of implications for future action. If necessary, create such discussions to fill any gap.
Knowledge, Skills and Abilities
- Postgraduate degree in Monitoring & Evaluation OR have at least 3 years experience managing M&E systems at a credible organisation(s).
- Be able to work self-directed.
- Have access to a reliable internet connection(s).
- Have excellent written and spoken English skills.
- Understand current M&E trends, especially M&E systems in training and development organisations.
- Excellent organisational and interpersonal skills to keep up with fast-paced and dynamic innovation team, PMs and their projects.
- Broad and in-depth knowledge of project management cycles as related to the development sector
- Advanced knowledge of how to derive value from various projects to enable great-quality reports for funders and sponsors
