About PWN

Positive Women’s Network (PWN) is a non-profit organisation committed to creating an environment in which women living with HIV and AIDS are free from stigmatization and discrimination because of their HIV status. PWN was founded in 1996 by Prudence Mabele and 59 other women outside of Pretoria Garankuwa Hospital outlet - "a safe place" - for women to articulate their own feelings and needs regarding their HIV status and subsequently design ‘positive’ projects for themselves and advocate for PMTCT.

PWN is working in all 9 provinces of the country. The Head office in Hatfield, Pretoria and there are satellite offices in other provinces. PWN service communities in KZN, Mpumalanga, Eastern Cape, Western Cape, Gauteng, Northern Cape, Limpopo, Free State and Northwest provinces.

The Project

The MatCH Institute teamed up with PWN to design and implement a programme to improve pediatric HIV/TB treatment and adult clinical outcomes for HIV and TB, integrate youth friendly HIV prevention services for priority populations, strengthen PLHIV-led organisations and foster engagement with the private sector for better health outcomes. This is done through the USAID grant for Achieving and Sustaining HIV/TB Epidemic Control in the Eastern Cape Province – Integrated Service Delivery Response Activity.

Programme goal: Achieving and Sustaining HIV/TB Epidemic Control in the Eastern Cape Province – Integrated Service Delivery Response. To support long, healthy lives for the population of the Eastern Cape Province by achieving and sustaining HIV/TB epidemic control.

Objective1: Close the gaps to HIV epidemic control through tailored approaches.

Objective 3: Leverage community and civil society partnerships to improve and sustain service delivery and client outcomes.

Call for proposals

PWN seeks Implementing Partnership Organisations (IPOs) with community-based organisations working in the areas of HIV, TB and gender-based violence to work together towards improving service delivery and client outcomes and to address the social determinants of health that support client retention in care in Alfred Nzo District and Buffalo City, Eastern Cape by leveraging community and civil society partnerships to improve and sustain service delivery and client outcomes, PWN intends to partner with CBOs in the two districts.

These CBOs will directly provide HIV/ TB services that improve client outcomes with a specific focus on retention in care. Technical support may include training and skills building to provide adherence, counselling and even assist with the facilitation of community-based multi-month dispensing. The CBO must also be able focus specifically on HIV/TB care and treatment with integrated orphan and vulnerable children prevention, care and treatment programming (all OVC models).

Among other activities, the CBOs will have to:

• Provide HIV support services, including treatment literacy and social support for treatment retention 

• Achieve allocated program targets 

• Increase number of clients referred to Department of Social Development

• All interventions will uphold the right of all individuals - men, women, and key population to quality HIV and TB services.

Project timeline: Three months with potential for renewal

Budget: R120k for the period

Interested CBOs will have to meet the following criteria:

• Registered within South Africa, NPO – DSD or as an NPC - CIPC

• Two years’ experience in delivering community-based HIV services, campaigns, interventions.

• Experience in areas like home-based care

• Must have experience working with adherence clubs

• Have community healthcare workers as part of their staff

• The CBO must submit a letter of support from the District AIDS Council and from the local municipality

• The total annual budget of the organisation must not exceed R1 million

• Have an active bank account

• Knowledge and of HIV, TB and STIs and the context of treatment and prevention, adequate understanding of challenges faced by PLHIV, gender-based violence and child protection.

• Good working relations with district health office/local clinic

• Knowledge and working relations with community structures and stakeholders.

• Preference will be given to People Living with HIV led organisations.

Application process

1. The Small Grant application process consists of a two-stage application process: Stage I involves completing a short application form. Stage II will involve assessment of the organisations that meet the compliance requirements. They will be reviewed through a scoring system as part of the adjudication process. This will include technical abilities, experience in the project related objectives and management skills. This will include a site visit for selected organisations prior to implementation. 

2. Only one application will be accepted from any one applicant, in addition the applicant must choose one district in the application.

3. The selection will be done by an adjudication committee. If you do not receive any communication two weeks after the closing date, assume your application was unsuccessful
