Health Systems Trust (HST) wishes to appoint a Senior Project Manager for a health systems strengthening programme being implemented in partnership with the KwaZulu-Natal Department of Health in eThekwini District.

The South Africa Sustainable Response to HIV and TB (SA SURE PRO) Project programme is focused on fast-tracking the achievement of the UNAIDS 95-95-95 targets through implementation of quality improvement strategies to accelerate the identification of TB- and HIV-positive adults, children and adolescents and their enrolment in treatment, ensuring that clinical and community linkages are improved to ensure continuity of care.

 

The Senior Project Manager will be responsible for strategic engagement to support district management, overseeing the implementation of the project in the district in partnership with the District Directors, aligning programme workplans, activities and strategies to District Department of Health (DoH) objectives in the district, while contributing to technical initiatives within the organisation, such as business development activities.

This is a fixed-term contract position based at HST’s offices in Durban, and is renewable based on continuation of funding.

KEY RESPONSIBILITIES :

  • Lead relationship management with the DoH and Municipal Health Unit in the district, and with other PEPFAR and alternatively funded partners in the district.
  • Lead relationship management between units and departments within HST.
  • Provide technical assistance and support as needed for district planning processes and support development of the Provincial Implementation Plan, District Implementation Plan, and District Operational Plan.
  • Be accountable for monitoring and reporting on the district workplan and report to the District Chief Director.
  • Provide coaching, mentorship and support to District Directors and the Chief Director.
  • Manage expenditure against the district budget within budgeted cost categories, ensuring that all expenditure is allocable, reasonable and allowable. 
  • Contribute to the development of proposals and protocols as required by the project and the organisation.
  • Contribute and participate in meetings, conferences and workshops in collaboration with other projects and units.
  • Lead, manage and co-ordinate the data-based planning, implementation and monitoring of the project to fast-track the achievement of the UNAIDS 95-95-95 targets in eThekwini.
  • Compile internal and external (client and funders’) project reports as required.
  • Provide technical support to the project team in documenting good practices and lessons learnt.
  • Monitor district performance and align plans to ensure that performance is improved across the district.
  • Hold Project Managers accountable for fulfilment of project objectives in the district.
  • Ensure the timeous management of project risks and appropriate mitigation strategies.

EDUCATIONAL REQUIREMENTS AND EXPERIENCE:

  • A postgraduate qualification in Public Health and/or other specialist qualification in HIV-related health services.
  • Ten years' experience in the public health field, with emphasis on programme alignment and DoH partnership.   
  • Five years' experience in project management or health management.
  • Demonstrable mentorship and coaching skills.
  • A background of deployment as a project or programme manager for a large-scale health project, with experience in technical assistance and above-site support for programme improvement.
  • Performance management experience, with the ability to hold others accountable for project delivery.
  • Communication skills that support giving effective direction, articulating next steps, providing feedback to the donor and client, and sharing good practices for scale-up.
  • A valid driver’s licence and willingness to travel.
  • Experience of working in a non-governmental environment is recommended.

REMUNERATION

The salary package for this position is based on HST's Job Grading system, and commensurate with qualifications and experience.
