The Health Systems Trust (HST) wishes to appoint a Differentiated Models of Care (DMoC) Co-ordinator for the South Africa Sustainable Response to HIV/AIDS and TB (SA SURE PRO) Project, to manage Pharmacists and Post-Basic Pharmacist Assistants and to render pharmaceutical support in health facilities.

PURPOSE: 

The incumbent will be responsible for the management and support of the Central Chronic Medicines Dispensing and Distribution (CCMDD) strategy implementation, Synchronised Communication in Health (SyNCH) which is the electronic CCMDD system, as well as Drug Information systems throughout the eThekwini District, and will liaise with relevant stakeholders within the Department of Health (DoH) in support of the TB and HIV programme.

This is a fixed-term contract position, renewable subject to continuation of funding. The position will be based in the eThekwini District, KwaZulu-Natal, and the incumbent will report to the DMoC Manager: KwaZulu-Natal.

The incumbent must reside in or relocate (at their own cost) to the eThekwini District in KwaZulu-Natal prior to the start-date of this position.

KEY RESPONSIBILITIES:

  1. Management, mentorship and supervision of the eThekwini roving Pharmacists and Post-Basic Pharmacist Assistants.  
  2. Regular collaboration with the Project Manager and Cross-site Facilitators.  
  3. Generation of strategic plans for district support to ensure optimal progression of the CCMDD strategy/utilisation of SyNCH, and patients’ continuity of care.  
  4. Integration of pharmaceutical services support with other HST programmes to ensure synergy within the organisation.  
  5. Provision of support for the implementation and roll-out of differentiated care models to all supported facilities.  
  6. Monitoring of CCMDD service providers' compliance with Service-level Agreements (SLAs), using the Service Error Tool for issue resolution and data analysis.
  7. Assessment of pick-up point (PuP) service providers' progress towards SLA compliance. 
  8. Conducting random audits of facilities and PuPs to ensure their adherence to relevant standard operating procedures (SOPs).
  9. Monitoring of SyNCH utilisation and collaboration with the SyNCH team to implement Quality Improvement Plans (QIPs) for supported facilities, ensuring progress.
  10. Ensuring medicine availability at HST-supported facilities and promptly reporting stock challenges and shortages.
  11. Monitoring and supporting application of the Stock Visibility System (SVS), including reporting and maintaining contingency plans for low-stock items.
  12. Collaboration with other HST programmes by attending SA SURE project meetings and site visits and providing CCMDD/DMoC programme updates.
  13. Analysing data to identify training gaps and develop interventions to address them.
  14. Training of staff at facilities on DoH programmes and systems.
  15. Identifying, recruiting, training and supporting staff at external pick-up points on DoH programmes and systems. 
  16. Ensuring the maintenance of monitoring and evaluation systems. 
  17. Monitoring compliance with DMoC SOPs and initiating quality improvement interventions.
  18. Monitoring CCMDD dashboards and identifying gaps for training and interventions.
  19. Monitoring CCMDD script rejections in the district and instituting remedial training interventions.
  20. Maintaining effective communication with the District DoH structures.
  21. Recruiting Pharmacists and Post-Basic Pharmacist Assistants and, training pharmaceutical personnel in the district.  
  22. Ensuring timeous submission of mandatory reports.
  23. Representing HST and the facility in stakeholder meetings, workshops and training events.

REQUIREMENTS: 

Qualifications:

  1. A B.Pharm degree  
  2. Registration as an active Pharmacist with the South African Pharmacy Council (SAPC)  
  3. Project Management certification.

Experience:

  1. Five years of recent senior management experience  
  2. Two years of CCMDD project management experience   
  3. Proven project management experience   
  4. Experience of working with the DoH and multiple stakeholders.  

Competencies and skills:

  1. English language proficiency, both verbal and written
  2.  
  3. HIV/AIDS STIs and TB (HAST) management, monitoring and evaluation (M&E) and quality improvement  
  4.  
  5. Mentoring, coaching and supervising teams  
  6.  
  7. Experience of working in a donor-funded environment/non-governmental project-based organisation  
  8.  
  9. Extensive knowledge of HIV/TB/STI prevention, treatment, care and support programmes, with in-depth understanding of the South African public health system, including the policy and management structures at national, provincial, district, sub-district and facility levels   
  10.  
  11. Exceptional analytical and quality improvement skills  
  12.  
  13. Effective organisational, management and facilitation skills  
  14.  
  15. Ability to work independently and as part of a multidisciplinary team  
  16.  
  17. Advanced knowledge of Microsoft Office applications (Excel, Word, PowerPoint, Outlook)   
  18.  
  19. Ability to work with minimal supervision and be deadline-driven  
  20.  
  21. Human resource management skills  
  22. Knowledge of the DoH ordering channels and a good understanding of medicine supply management and good pharmacy practice  
  23. Knowledge of RX Solution and SVS stock systems  
  24. Fluency in English is essential, and in isiZulu would be an advantage.  
  25. Presentation and training skills  
  26. Good counselling, interpersonal and communication skills  
  27. Ability to both lead and work as part of a team  
  28. Accuracy and attention to detail  
  29. Willingness to travel to and work in rural areas  
  30. A valid South African driver’s licence.

A salary package commensurate with the successful candidate’s experience and qualifications and in line with HST’s Job Grading System will be offered.
