Project Description:

ACHIEVE is a USAID-funded global project whose primary goal is to reach and sustain HIV epidemic control among pregnant and breastfeeding women, adolescents, infants, and children. To reach this goal, ACHIEVE supports orphans and vulnerable children (OVC) and DREAMS service delivery, provides technical assistance to strengthen social welfare systems and improve service quality and reach, and supports capacity development for local partners to sustain services at the community level. ACHIEVE is led by Pact, in partnership with Jhpiego, Palladium, No Means No Worldwide, and WI-HER. ACHIEVE also has a network of resource partners, that are engaged on an as needed basis for technical support.

Within South Africa, ACHIEVE continues to expand on USAID/PEPFAR investment. Current activities can effectively be categorized into four service streams: OVC comprehensive,  OVC DREAMS Family Strengthening, DREAMS Intensive Economic Strengthening (IES) and above site technical assistance. This includes a heightened focus on direct services to OVCAY, including monitoring and evaluation (M&E) activities to effectively record and report on service outcomes.  

Position Description:

The DREAMS IES Senior Manager will provide overall leadership and management at the national level, ensuring alignment with DREAMS targets and high-quality technical programming. Reporting to the ACHIEVE Deputy Program Director, this role involves guiding provincial managers through programmatic and technical support, training, and mentoring, as well as offering provincial managers and implementing partners expert guidance on technical approaches and strategies for empowering young women in workforce participation or entrepreneurship. Additionally, the Senior Manager will develop and disseminate SOPs, guidelines, tools, and job aids for effective district and sub-district implementation, create presentations for internal and external stakeholders, and support the development of workplans, budgets, and reports. This role requires a proven leader with strong technical expertise in economic development, excellent communication skills (verbal and written), and the ability to travel. 

Minimum Key Responsibilities and duties:

  1. Provide technical oversight to IES Provincial Managers to ensure appropriate implementation of all IES components.
  2. Provide support to Provincial Managers to meet their IES targets through supportive supervision, weekly tracking, and trouble shooting.
  3. Review Provincial Managers work plans, budgets and reports.
  4. Provide guidance, support and oversight to the DREAMS Ambassador Program.
  5. Assist Provincial Managers to develop implementation strategies in specific provinces.
  6. Capacitate and support Provincial Managers in developing and executing Quality Improvement Plans to augment performance on IES (or a specific component of IES) as required.
  7. Participate in Quality Assurance activities, Data validation, Program Review and performance monitoring with MER and technical teams.
  8. Participate in compiling monthly, quarterly, annual, and ad hoc reports, work plans, progress presentations, and present results when required in meetings such as ACHIEVE check ins, USAID Progress Review etc.
  9. Facilitate the strengthening of bi-directional referral systems and linkages for those at risk where necessary.
  10. Meet regularly with Provincial Managers and provide technical and implementation guidance.
  11. Conduct routine site support visits as well as occasional spot checks on IPs
  12. Provide regular training to partners on technical IES components
  13. Communicate IES technical changes and programmatic updates on a regular basis
  14. Advise DREAMS Deputy Director on matters of concern and elements of risk regarding DREAMS IES implementation and target achievement.
  15. Report on progress, issues, challenges, and local risk management.
  16. Prepare monthly, quarterly, annual, and ad hoc narrative progress reports.
  17. Track, analyze and manage periodic target achievements across all provinces
  • Ensure that sub-awardees coordinate, develop, and maintain high quality program documents, e.g., trackers, work plans, agendas, minutes of meetings, training reports, etc.
  • Oversees the monitoring of project activities in all 7 provinces 
  • Actively liaise with DREAMS implementing partners, NGOs and other civil society partners, host country government partners, and private sector to cultivate strategic relationships and alliances. 
  • Guide IPs on ways and means to become operationally more efficient and programmatically more effective. 

Minimum Education and Experience Requirements

  1. Degree in Economics or Social Sciences or any related field. A master’s degree is preferred.
  2. 8 years’ relevant professional experience 
  3. At least 5 progressive years of experience as a specialist working in Economic Strengthening, Systems Strengthening or Workforce Development in South Africa.
  4. Management experience is mandatory. 
  5. Presentation and report writing skills is mandatory.
  6. Demonstrated experience linking youth to employment or entrepreneurship activities
  7. Sound understanding of the socio-economic landscape of South Africa 
  8. At least three years demonstrated PEPFAR experience in managing and supervising a team preferred
  9. Strong familiarity with PEPFAR and USAID policies, procedures, rules, regulations, and reporting requirements for INGO-led projects
  10. Proven management and inter-personal skills.
  11. Ability to demonstrate confidence in deputizing for IES Deputy Director should the need arise 
  12. Excellent verbal and written communication skills in English.
  13. Valid South African driver’s license.
  14. Eligibility to work in South Africa. 
  15. Willingness to travel extensively across different provinces
