DREAMS Provincial Lead (DPL)

Education Development Center, Inc. EDC works in close partnership with the South African Department of Basic Education and serve as the USAID lead partner implementing school-based HIV and violence prevention activities (including norms change) through multi-session interventions under DREAMS. These evidence-based HIV and violence prevention multi-session interventions serve as major entry points into the DREAMS package of services for the target groups in the focus communities. EDC continues to build on the holistic approach, as documented in the Implementation Guidelines for CSE, which includes efforts at multiple levels such as, school governing bodies (SGBs), school management teams (SMTs), parents, students, teachers, departmental heads (HDs), provincial and district officials and health service providers. Also, the emphasis is to continue building the capacity of the provincial and district officials in the EDC districts for smooth transition to DBE and independent implementation in the future. In the new districts, EDC will establish relationships through advocacy, begin implementation by conducting trainings and orientations, and build the capacity of provincial and district officials

EDC is seeking to hire two DREAMS Provincial Leads (DPLs)  to work in Cape Town in the City of Cape Town district.

Core Duties

The DPL is a provincial project manager who will lead and support the implementation of Comprehensive Sexuality Education (CSE), Social Asset Building (SAB), and linkages to services at district and provincial levels. Working with the DCOP and the TPD, the DPL will ensure smooth running of the daily operations of overall Activity implementation in the designated schools and district. S/he will advocate, coordinate, and ensure the teaching of CSE using Scripted Lesson Plans (SLPs). S/he will monitor and collect programme implementation data. S/he will establish strong relationships and provide technical assistance (TA) to the province and district as needed. Working with the province and district, s/he will facilitate the transition and sustainability plan in line with the DBE CSE implementation framework. S/he will facilitate regular meetings with EDC, provincial DoEs, districts, implementing partners (IPs), civil society and other key stakeholders to review program implementation. 

Essential functions include (but are not limited to):

Programme management and technical assistance

  1. Ensure efficient implementation of the program and meet all set    targets 
  2. In collaboration with DoE, roll out high-quality CSE and HIV prevention training. 
  3. Identify, manage, monitor, and report on implementation gaps, challenges and progress. 
  4. Maintain ongoing communication and liaise with relevant officials at district and provincial levels to ensure smooth activity implementation. 
  5. Manage the profiling of schools and log school and contextual risks and vulnerabilities.
  6. Advocate for Activity and provide progress on implementation in all relevant government and other stakeholder meetings.  
  7. Provide TA to districts and province on the selection and support of schools ready to be managed by the districts.
  8. Contribute and provide inputs on work plans, required project reports, baseline data on teenage pregnancy and other social ills affecting AGYW and educators in CSE implementing schools, tools and indicators for monitoring and evaluation.
  9. Monitor and support the work of the LSAs, including supervising and submitting of timesheets. 

 

Coordination

  1. Build and maintain positive effective  working relationships  relationships with schools, DREAMS IPs (treatment and care, OVC and GBV), CBOs,  provincial and district DOEs, DoH, DSD, to ensure continuous implementation of the Activity and provision of services for sustainability purposes.
  2. Represent EDC in meetings with DREAMS IPs, ISHP teams, AIDS councils, facility, province, district and sub-district level to  provide Activity implementation updates and progress. 
  3. Provide information on the role/value-add of school-based CSE programs to relevant stakeholders.
  4. Liaise with other DREAMS IPs to ensure effective rollout, tracking, and reporting on Activity programs.
  5. Supports coordination of monitoring and evaluation activities at the provincial, district, and school levels.
  6. Work closely with other EDC project staff.

Capacity building 

  1. Identify training needs and submit all required training documentation to the Training Coordinator for logistics purposes.
  2. Conduct capacity building sessions of all relevant stakeholders including: district education officials, educators, departmental heads (DHs), SMTs, LSAs, DREAMS Ambassadors, SBSTs, SGBs, and parents,  to support Activity implementation. 
  3. Work with the DCOP, TPD, and SID to quality assure the provision of training across schools and districts. 

 

Supporting implementation of Social Asset Building (SAB)

  1. Guided by the Activity decision tree, facilitate the identification and enrolment of the most vulnerable AGYW, into SAB sessions.
  2. Share a list of identified most vulnerable AGYW with LSA to commence SAB sessions.
  3. Working closely with the School Based Support Teams (SBSTs) and the LSAs, oversee the implementation of SAB. 
  4. Track the attendance and completion of SAB sessions attended by AGYW and document reasons for non-completion.
  5. Provide monitoring and support to the LSAs as they facilitate SAB sessions. 
  6. Share the attendance registers of sessions conducted with the SI unit for capturing, recording and reporting purposes

 

Facilitating linkages and layering and partnerships with DREAMS IPs

  1. In collaboration with the LSA, manage the administering and,  , the analysis of    the risk and vulnerability assessment forms, and link learners to the appropriate partner for layering of services 
  2. Set up networks and link with key stakeholders such as ISHP teams, health facilities, DSPs, VMMC sites, AYFS, SRH services, OVCY and treatment and care partners to ensure successful linkages and layering of services.
  3. Map AYFS to schools in CSE implementing districts.
  4. Advocate for implementation and linkages and layering of services to AGYW, to the SMT, SGBs, parents and caregivers during orientation sessions and meetings with stakeholders. 
  5. Coordinate health campaigns in collaboration with ISHP teams, DSP and other IPs to promote provision of services in line with DOE policies for provision of services to learners.
  6. Develop an implementation plan for provision of SRH services with DREAMS IPs and ISHP teams and share with the district and other relevant stakeholders.
  7. Compile linkages reports, participate and present in monthly and quarterly IPs meetings.

 

Activity Monitoring, Evaluation, Reporting and Learning 

  1. Work with the SI unit to implement all training SOPs, including distribution, oversight, and collection of training tools (e.g. registration forms, attendance registers, etc.).
  2. Profile schools, collect and document school and individual learner vulnerabilities.
  3. Track, record and report on SLP implementation, training, coaching, and mentoring and linkages data,
  4. Submit all attendance registers for training and meetings.
  5. Compile and submit monthly progress report on activity implementation, including all training reports to the DCOP and SID.
  6. Participate in internal data review meetings and data quality assessments (DQA) in the district.
  7. Maintain regular contact with the SIU and ensure all linkages data is reflected and matches IPs data.
  8. Follow up with IPs on linked learners and ensure layering takes place until completion of services.
  9. Collect, document success stories and lessons learnt from provinces in relation to Activity implementation.
  10. Drive EDC’s fleet vehicles within the district they are assigned. 

The DPL will be required to travel as needed to support Activity requirements. S/he will be required to comply with EDC’s vehicle policy.  The following will apply to the use of EDCs vehicles:

  1. Manage vehicle and trip scheduling.
  2. Maintain an accurate vehicle log.
  3. Maintain accurate records and paperwork on all vehicle-related maintenance.
  4. Work together with admin support in ensuring that vehicle licence renewals and inspections are done timeously. 
  5. Record fuel consumption daily at relevant intervals.
  6. Perform daily inspection of vehicle and alert admin support of any possible tampering of or damage to vehicle.
  7. Perform regular vehicle maintenance including regular check-ups, cleanings and fuelling.

Perform other ad hoc duties as required.

Qualifications and Requirements:

  • Bachelor’s Degree in Education or equivalent with two to three years relevant experience
  • Experience in training educators in sexuality and/or HIV prevention education; additional experience training health or other sector workers and/or training of communities in health and HIV prevention will be beneficial
  • Knowledge of Sexuality Education 
  • Experience in HIV Prevention activities 
  • Good problem-solving ability, innovative 
  • Ability to work in a multi-disciplinary team with diverse backgrounds 
  • Ability to perform challenging and complex work 
  • Strong professional acumen and judgment
  • Excellent written and oral presentation skills 
  • Computer literate with experience using MS Word, Excel, PowerPoint and Outlook
  • Fluency in English required, fluency in other South African languages desired 
  • Valid South African driver’s licence 
  • Eligibility to work in South Africa
  • Excellent communication and relationship building skills
