The Health Systems Trust (HST) wishes to appoint a Differentiated Model of Care Co-ordinator for the South Africa Sustainable Response to HIV and AIDS (SA SURE PRO) project to manage Pharmacists and Post-Basic Pharmacist Assistants and render pharmaceutical support in health facilities

This is a fixed-term contract position, renewable subject to continuation of funding. The position will be based in eThekwini District, KwaZulu-Natal.   

The incumbent will be responsible for the management and support of the Central Chronic Medicines Dispensing and Distribution (CCMDD) strategy, as well as Drug Information Systems throughout the eThekwini District, and will liaise with relevant stakeholders within the Department of Health in support of the TB and HIV programme.

KEY RESPONSIBILITIES:

  1. Management, mentorship and supervision of the eThekwini roving Pharmacists and Post-Basic Pharmacist Assistants 
  2. Collaborate with Project Manager and Cross-Site Facilitators regularly 
  3. Generate strategic plans for district support to ensure optimal progression of the CCMDD strategy/utilisation of SyNCH and retention of patients in care 
  4. Integrate pharmaceutical services support with other HST programmes to ensure synergy within the organisation 
  5. Provide support for the implementation and roll-out of differentiated care models to all supported facilities 
  6. Monitor CCMDD Service Providers' compliance with Service Level Agreements (SLAs), using the Service Error Tool for issue resolution and data analysis.
  7. Assess pick-up point (PuP) service providers' progress toward SLA compliance 
  8. Conduct random audits of facilities and PuPs to ensure adherence to SOPs
  9. Monitor SyNCH utilisation and collaborate with the SyNCH team to implement Quality Improvement Plans (QIPs) for supported facilities, ensuring progress
  10. Ensure medicine availability at HST-supported facilities and promptly report stock challenges and shortages
  11. Monitor and support Stock Visibility System (SVS) reporting, maintaining contingency plans for low-stock items
  12. Collaborate with other HST programs by attending SA SURE PRO meetings, site visits, and providing CCMDD/DMOC programme updates
  13. Analyse data to identify training gaps and develop interventions to address them
  14. Train staff at facilities on National Department of Health (NDoH) programmes and systems
  15. Identify, recruit, train and support staff at external PuPs on NDoH programmes and systems 
  16. Ensure the maintenance of monitoring and evaluation systems 
  17. Monitor compliance with standard operating procedures relating to differentiated models of care and initiating quality improvement interventions
  18. Monitor CCMDD dashboards and identify gaps for training and interventions
  19. Monitor CCMDD script rejections in the district and institute remedial  training interventions
  20. Maintain effective communication with the District 
  21. Recruit Pharmacists and Post-Basic Pharmacist Assistants and train pharmaceutical personnel in the district 
  22. Support and integrate with all HST programmes 
  23. Submit mandatory reports timeously
  24. Represent HST and the facility in stakeholder meetings and workshops and trainings

This position reports to the DMOC Manager, KZN

REQUIREMENTS: 

The incumbent must reside in or relocate (at their own cost) to the eThekwini District of KwaZulu-Natal prior to the start-date of this position.

Qualifications:

  • A B.Pharm degree or a postgraduate qualification in Public Health and/or other specialist qualification in HIV-related health services. 
  • Registration with relevant council (SAPC, SANC, HPCSA) 
  • Project Management certification

Experience:

  • Five years of recent senior management experience 
  • Two years of CCMDD project management experience  
  • Proven project management experience  
  • Experience with working with the Department of Health and multiple stakeholders 

Competencies and skills:

  • English language proficiency, both verbal and written
  • HIV/AIDS STIs and TB (HAST) management, M&E and quality improvement 
  • Mentoring, coaching and supervising teams 
  • Experience of working in a donor-funded environment/non-governmental project-based organisation 
  • Extensive knowledge of HIV/TB/STI prevention, treatment, care and support programmes, with in-depth understanding of the South African public health system, including the policy and management structures at national, provincial, district, sub-district and facility levels  
  • Exceptional analytical and quality improvement skills 
  • Effective organisational, management and facilitation skills 
  • Ability to work independently and as part of a multidisciplinary team 
  • Advanced knowledge of Microsoft Office applications (Excel, Word, PowerPoint, Outlook)  
  • Ability to work with minimal supervision and be deadline-driven 
  • Human resource management skills 
  • Knowledge of the Department of Health’s ordering channels and a good understanding of medicine supply management and good pharmacy practice 
  • Knowledge of RX Solution and SVS stock systems 
  • Computer literacy and advanced MS Excel skills 
  • Fluency in English is essential, and in isiZulu would be an advantage. 
  • Presentation and training skills 
  • Good counselling, interpersonal and communication skills 
  • Ability to both lead and work as a part of a team 
  • Accuracy and attention to detail 
  • Willingness to travel to and work in rural areas 
  • A valid South African driver’s licence.

A salary package commensurate with the successful candidate’s experience and qualifications and in line with HST’s Job Grading System will be offered.
