On behalf of the Department of Higher Education and Training (DHET), HIGHER HEALTH works with Universities South Africa (USAf) and the South African College and Principals Organisation (SACPO). We achieve our goals in partnership with allied government agencies, the private sector, UN and other development agencies and civil society formations. Sexual and gender-based violence (GBV), mental health, disability and unplanned pregnancies affect our institutions and warrant prevention, care and support interventions. Higher Health works to assist stakeholders in our higher education institutions with these issues.

Based in Centurion – Higher Health seeks to appoint a

PROGRAMME MANAGER: GLOBAL FUND

The Programme Manager: Global Fund will be responsible for leadership and overall management of the Global Fund administered Adolescent Youth Programme. The successful incumbent will be responsible for managing staff and offices in assigned regions as well as all stakeholder and strategic partnerships management. The AYP Programme Manager also ensures that funding, grants, and donor reporting at national level is well managed.

The Programme Manager: Global Fund will be responsible for (but not limited to) the following duties:

Oversight, communication, and coordination of AYP Programme

  • Oversee the HIV Prevention programme deliverables across 8 Provinces and 14 sub-districts working closely with the Provincial Co-ordinators.

  • Work closely with HH core programme at National level, to continuously explore ways of utilizing the programme to best benefit AYP.

  • Ensure staff are adequately trained for core implementation and monitoring/evaluation responsibilities.

  • Co-ordinate and lead HH GF staff meetings regularly virtually and face-to-face planning for national, provincial or district engagements.

  • Provide technical expertise to GF HH staff. 

  • Work closely with and co-ordinate regular meetings with the Principal Recipients to keep the programme on track with solutions and addressing bottlenecks.

Development & management of strategic partnerships & stakeholder engagements

  • Develop and ensure MOUs/MOAs with critical partners are approved and implemented e.g. with PRs, SRs, relevant SAG departments.

  • Represent, present, and participate in HH AY programme at Global Fund, Principal Recipients, and related forums.

  • Co-ordinate meetings with other GF Sub Recipients, as necessary to ensure positive relationships, joint activity planning and outputs.

  • Co-ordinate meetings with TVET and CET management, as necessary to ensure programmatic results are shared and relationships are maintained.

  • Ensure that HIGHER HEALTH GF staff participate in and present at TVET/CET forums and PR local meetings.

Management & Oversight of the district Global Fund staff and offices

  • Ensure district workplans are developed and approved for the programme.

  • Review workplans regularly to adapt to challenges and opportunities. 

  • Support district staff with performance management of PGTs. 

  • Ensure district offices have necessary resources, stock, and tools for work outputs.

  • Ensure stock management of district offices.

 

Guidance and Innovations on AYP Program towards desired outputs

  • Routinely review programme implementation modalities for best practices that may be replicable and ensure these are shared across HH GF districts. 

  • Manage innovations and proposals for integration of new components into the core GF programme. 

 

Target tracking, progress review and reporting 

  • Work closely with HH and PRs, M & E Units to ensure that targets are correctly allocated, tracked and results routinely analysed. 

  • Report on progress, issues, challenges and local risk management of M & E systems and processes.

  • Work closely with HH M&E Unit & PRs to manage requests for M/E meetings and DQAs from PRs

  • Compile routine and ad hoc reports for AYP program, with support from M & E Unit

  • Prepare monthly, quarterly, and annual narrative progress reports. 

  • Coordinate, develop and maintain high quality program documents, e.g. trackers, work plans, agendas, minutes of meetings, training reports, etc.

Oversight and management of the administrative tasks.

  • Work closely with HH Finance and Procurement to ensure adequate office space, travel logistics, stock inventories. 

  • Work closely with DOP and Finance to monitor expenses, funds allocated to AYP program to identify savings for any potential reprogramming to contribute towards needs program.

  • Work closely with Human Resources to ensure staff are recruited, trained, and managed; that staff gaps are quickly filled, and the program is adequately always staffed.

  • Review of all requisitions for correctness and completion prior submission to Director of Programmes for approval

  • Overall management of the GF procurement plan, working closely with the district co-ordinators and project assistants during procurement of items for the project

  • Manage the procurement plan tracker to prevent delays, work closely with other offices where there are delays unlocking bottlenecks.

  • Ad hoc support to the DOP.

 

The Programme Manager: Global Fund must meet the following criteria:

 

  1. A post-graduate degree in Public Health or related disciplines, preferably in Social Sciences

  2. At least 5-8 years’ Project Management experience in coordination, implementation, and monitoring of youth HIV Prevention programs 

  3. Global Fund Management a distinct advantage

  4. Ability to represent HH to donors, PRs, CSOs

  5. High degree of proficiency in written and spoken English essential, other local languages an advantage, 

  6. Excellent presentation and report writing skills.

  7. Ability to manage work independently, set realistic priorities, and plan for the successful implementation of activities.

  8. Ability to work under pressure and strong interpersonal skills.

  9. Flexible and willingness to undertake additional responsibilities.

  10. Well-developed computer skills, with proven proficiency in Microsoft Office suites

  11. Willingness and availability to travel regularly to oversee programme.

  12. High level of emotional intelligence with the ability to motivate, encourage and lead a team effectively.

  13. Strong organizational skills that reflect the ability to perform and prioritize multiple tasks seamlessly with excellent attention to detail and adherence to deadlines.

Must be legally eligible to work full time in South Africa. This position is planned for an Employment Equity candidate, i.e. previously disadvantaged South African citizens who qualify for BBEEE.
