CONSULTANCY/ FACILITATOR: GENDER POLICY AND PREVENTION OF SEXUAL EXPLOITATION ABUSE AND HARRASSMENT POLICY (PSEAH) TRAINING


Terre Des Hommes Germany (TDH) is a Child Rights Non-Profit organization which supports and creates partnerships with local organisations in programmes that raise awareness and address the causes of poverty and injustice affecting children and youth in Southern Africa by advocating for their rights.


The promotion of gender equality in the humanitarian sector is a core element of global, regional, national, and local efforts to ‘build effective, accountable, and inclusive institutions at all levels’, as enshrined in Goal 16 of the 2030 Agenda for Sustainable Development. TDH is seeking the services of a consultant/ facilitator who has experience in developing Gender policies, development and gender mainstreaming in humanitarian contexts. The consultant/ facilitator should also have experience in developing policies for Prevention of Sexual Abuse and Harassment (PSEAH).


TDH is working with its implementing partners to build their capacity to enhance compliance in their organisations regarding systemic institutionalisation of gender and PSEAH policies. This training will enable TDH to capacitate its partners and will benefit partners to effectively implement TDHs strategic goal #4: Gender Justice to live in a world free from gender-based rights violations and discrimination.


TDH would like to conduct a capacity building training for its implementing partners in South Africa (Johannesburg and Gqebera). The training seeks to build capacity of partners to develop and improve their gender and Prevention of Sexual Abuse and Harassment (PSEAH) policies and ensure that partner staff are equipped with practical skills and tools to systematically implement their internal gender and PSEAH policies. The training also seeks to build capacity of partners to integrate gender in programmes and projects. These policies should provide provisions that will guide the partners operations at the level of the Board of Governors, membership, contractors, staff and programme implementation.


The training methodology should include a lot of learning in action. This could be through simulations in the classroom, workshops etc. The methodology should be designed in a manner which will allow participants to consolidate theory and apply it in practice when they return to their organisations.


Scope of the work
TDH wishes to hire a consultant/ gender facilitator to assist implementing [partners to develop/ revise their Gender & PSEAH Policies. The consultant/ facilitator will be required to present a proposal and detailed budget for facilitating a 2-3 days of training for TDH implementing partners.


Specifically, the consultant/ facilitator will be required to do the following:
i. Review the partner needs assessment and draft an agenda which meets the partners training needs
ii. Review the level of gender awareness and determine the understanding and capacity for reporting and monitoring the implementation of such agreements/instruments on gender equality among TDH partners
iii. Provide a contextual analysis on national and international gender issues including policies and protocols that should inform the gender policy
iv. Assist TDH partners to develop and to improve their gender policies and provide practical tools and skills which will guide the implementing partners in the promotion of gender equity and equality
v. Assist partners with skills on how to develop gender policies that affirm to gender equality and inclusivity of LGBTIQA+ individuals
vi. Equip partners with guidelines on how to develop holistic policies in Prevention of Sexual Abuse and Harassment (PSEAH)
vii. The Policy development/ revision should also refer to regional and international protocols on gender
viii. Highlight key areas and recommendations to be incorporated in the development of the partners, gender policy.
ix. Equip TDH implementing partners who do not have gender policies with skills and knowledge on how to draft the content of a holistic Gender Policy
x. Provide implementation guidelines for gender policy.
xi. Assist partners in developing a clear monitoring and evaluation strategy for the policy.
xii. Clearly define the roles and responsibilities of the gender focal person


Key Deliverables
i. At the end of the training, TDH partners who do not have gender policies should be able to draft a gender policy for submission to TDH by 15th December 2024
ii. Implementing partners with gender policies should be able to revise/ improve their policies based on the training provided
iii. TDH partners to incorporate LGBTIQA+ individuals in their policies
iv. TDH implementing partners should be equipped with practical skills and tools to institutionalise their gender policies and integrate gender in programme planning, monitoring and evaluation
v. TDH partners to use skills and knowledge acquired from this training to train their program staff on the gender and PSEAH policies by FY25 Q1.
vi. Each TDH implementing partner in SA to have appointed a gender focal person by FY25 Q1


Required skills and Experience
i. Master's degree in Gender Studies, Law, Social Sciences, Public Administration, Social Sciences, or a related field is required.
ii. At least 5 years of progressively responsible work experience in Policy Development
iii. Proven in-depth knowledge, expertise, and practical experience in development of policy documents, especially Gender and PSEAH related policy documents.
iv. Good analytical skills and practical exposure to applying gender analysis, gender mainstreaming, monitoring, and evaluation in national, regional, or international humanitarian sector institutions.
v. Practical knowledge of handling gender and sexual harassment issues
vi. Extensive experience in facilitation and conducting training and workshops
vii. Familiarity and experience in working with or collaboratively with humanitarian sector institutions.
