SECTION27 uses the law through litigation, advocacy, legal literacy, research, and community mobilisation to advance socio-economic rights, in particular the right to access health care services and the right to basic education.

SECTION27 seeks to appoint a Budget Researcher to join our team. The Budget Researcher will undertake budget research in support of the key objectives and work areas of SECTION27. This position is based in Johannesburg.  

JOB SPECIFICATION

Education

Candidates must possess a strong mix of the following:  

  • An honours or post-graduate degree in any field will be considered so long as it’s relevance to the position can be demonstrated. 
  • Studies in the fields of health economics, economics, development studies, accounting, finance, law, statistics, public health, or education studies will be

Duration

  • 2 years, with possibility of extension

Experience

  • 2 years’+ experience in a research related position
  • Evidence of written publications outside of formal studies

 

Knowledge and Skills

  • Advanced secondary research skills 
  • Evidence of ability to produce quality research reports
  • Data analysis 
  • Statistics skills including the use of programmes such as Microsoft Excel
  • Good time management and analytical skills
  • Good communication and interpersonal skills

Personal attributes  

  • Interest in gender and climate justice
  • The ability to take initiative and work independently or in a team
  • Self-motivated and a passion for social justice
  • Good interpersonal, networking and communication skills
  • Willingness to work beyond official working times when required
  • Willing to travel occasionally

Language  

  • Fluency in spoken and written English
  • Proficiency in one or more indigenous South Africa Language is advantageous

Duties and Responsibilities

  • Proactively exploring and researching areas related to health care and basic education funding.
  • Assist with analysing and undertaking    advocacy on government budgeting and spending. Key issues include:
  • Assist with the drafting of reports and submissions to Parliament and the Executive, internal memos, legal papers, and popular publications. 
  • Draft press statements and producing opinion pieces for the media 
  • Provide assistance to the team on all aspects of lobbying and advocacy of key stakeholders such as Parliament and government departments.
  • Provide administrative assistance to the team.
  • Participate in mainstream and social media advocacy.
  • Assist with the organisation of events such as in-person workshops and online webinars.
  • Support SECTION27’s participation in various campaigns and coalitions. such as the Budget Justice Coalition and the Imali Yethu Coalition for Open Budgets.
  • Provide support in Budget literacy trainings for S27 staff, partner organisations and the public.

General  

  • Attend and participate in monthly staff meetings, team meetings, as well as other meetings that relate to the work of S27.
