SEEKING: CHIEF OF PARTY; CHILDREN, ADOLESCENTS AND FAMILIES IN HIV IN LIMPOPO PROVINCE


CHoiCe Trust, a health and development partner in Limpopo Province, is seeking the services of a Chief of Party for the USAID Children, Adolescents and Families in the HIV Epidemic in Limpopo Activity. The 5-year programme will achieve the 95-95-95 goals by 2025 and reach and sustain epidemic control by ensuring equitable access to and use of health/HIV and social services among children and adolescents affected by HIV (and their families) and strengthening local social service systems to sustain an effective response for children, adolescents and their families. The activity will advance local ownership and locally-led solutions for a model of high-quality care and support of children and adolescents living with, affected by, and vulnerable to HIV, and their families in Limpopo. This will support an ultimate transition to the South African Government Department of Social Development (DSD) and Provincial DSD to lead and sustain the response, advancing development outcomes for children, adolescents and their families.


Programme objectives include:
1.Increase access to and utilisation of comprehensive, preventive and DREAMS Family Strengthening services among children and adolescents 0-17 years and their families through implementation of evidence-based interventions;
2.Improve Local Partner capacity for governance, programme monitoring, evaluation and reporting (MER), and stakeholder engagement at Provincial, District and Sub-District; and
3.Strengthen Provincial, District and Sub-District social service workforce capacity to sustain an effective response for children, adolescents, and their families in high HIV burden districts.


The Chief of Party will be responsible for overall management, strategic direction and leadership of this activity. The Chief of Party is anticipated to be based in Polokwane or Tzaneen, Limpopo.


CHoiCe Trust is a South African organisation located in Limpopo. Established in 1997, CHoiCe implements health and development programmes in communities and amongst key and vulnerable populations and has a deep understanding of the local context within the targeted Districts: Mopani and Capricorn.


Required Qualifications, Skills and Qualities:
The appointed individual is expected to have the following experience and qualifications:
• Bachelor's Degree and 15 years of experience, Master's Degree and 12 years of experience, PhD and 8 years of experience, or equivalent combination of education and experience.
• Minimum 10 years of progressive management experience working with children.
• Five years of experience as a Chief of Party/Director and/or Deputy Chief of Party or Deputy Director of a large development program of equivalent size and scope, preferably in South Africa
• Demonstrated experience managing technically, operationally and geographically diverse teams.
• Substantive experience working with counterparts at various levels of government, private sector leaders, and other stakeholders in providing multi-faceted support for civil society engagement, capacity, and participation.
• Fluency in English required.
• Applicant must have or be able to obtain authorization to work in South Africa


The Chief of Party must have good communication skills, interpersonal relations, have patience and a passion for working with people with strong leadership qualities. They must be able to work well under pressure. They must be tenacious, detail-oriented, well organised and target and deadline driven.


Role Responsibilities:
• Lead and manage the activity, providing strategic direction and technical guidance to all project staff.
• Oversee technical design and implementation of activities to achieve results and impact.
• Ensure all project deliverables exceed expectations and managed within budget.
• Serve as the primary liaison with USAID/South Africa and the government of South Africa to ensure exceptional quality and timeliness of activity deliverables within budget.
• Ensure coordination and collaboration with other USAID-funded activities as well as other relevant actors and stakeholders to ensure complementarity and avoid duplication of efforts.
• Ensure that cross-cutting issues such as gender, youth, social inclusion, resilience, and climate-sensitive approaches are effectively integrated into the activity.
• Take responsibility for ensuring all staff receive adequate security and operational support and that Standard Operating Procedures are implemented.
• Take responsibility for developing and implementing practices to ensure a high level of staff morale and retention.
