TERMS OF REFERENCE – AFRIKAGRUPPERNA (MID-TERM) EVALUATION 

Background 

Afrikagrupperna Vårt arbete - Afrikagrupperna is a Swedish member-based (around 2,400 members in Sweden) solidarity organisation whose overall vision is a just world. Afrikagrupperna focuses on the unfair distribution of resources and power with a feministic approach as women are the most affected. Afrikagrupperna’s approaches and work is informed by key principles of feminism, solidarity, human rights and democracy and sustainability. These principles are not mutually exclusive in intersections toward achieving fair power structures and a fair distribution of resources. 

Afrikagrupperna has been active in five countries across Southern and Eastern Africa region; with partners mainly based in Angola, Mozambique, Namibia, South Africa, and Zimbabwe. Afrikagrupperna supports non-governmental organisations and movements/networks through various forms of partnerships and solidarity actions in different thematic areas such as sexual and reproductive health and rights (SRHR), food sovereignty and land, and natural resources, business and human rights. Afrikagrupperna initially considered a comprehensive mid-term evaluation of the implementation of its operational plan for the period 2022-2026. 

Scope and Objectives 

This review will explore the impact of Afrikagrupperna’s own activities [1] , and to assess what has worked well, what were the challenges, what can be improved and how Afrikagrupperna can take these lessons forward. Furthermore, special attention should be given to assess Afrikagrupperna’s progress in integrating the environmental and conflict perspective in its operations and systems and to follow up on recommendations and action plans linked to these two perspectives. 

Afrikagrupperna terms of reference and review is informed by Sida guidelines for evaluations and OECD DAC’s six evaluation criteria [2] whereof Efficiency and Sustainability should be assessed in-depth in this review. 

Methodology and Approach 

The appointed consultants shall apply a qualitative methodology with participatory data collection, thematic analysis and partner validation. Integrated participatory, feminist and systems thinking approaches in all aspects of the process is expected. The data collection will use purposive sampling to identify participants and set up focus group discussions. The process must include a review of documents and interviews with relevant stakeholders in Southern and Eastern Africa as well as key Afrikagrupperna staff (Regional and Stockholm Offices). Relevant documentation including Afrikagrupperna’s results framework and progress markers and outputs from different meetings will be provided at a start-up meeting with the appointed consultant.

Budget

For this review, the budget is 350 000 SEK. The consultant’s budget should include the daily rates, travel costs and accommodation.

Required Competencies/expertise

1. The Consultant should be based in Southern Africa. 
2. Experience in undertaking similar assignments. 
3. Knowledge about civic space and civil society organisations in Southern and Eastern Africa.
4. Expertise on feminism, environment and conflict sensitivity and security. 
5. Experience working with diverse stakeholders such as activists, community-based organisations, donor institutions, government institutions and civil society. 
6. In-depth understanding and appreciation of the socio-economic and political context of Southern Africa. 
7. Knowledge in Portuguese is an advantage

Expected Output 

The expected outcome of the review is a 20 pages report, containing at least an executive summary, a clear description of methodology and data collection, findings, discussion/analysis, and recommendations for Afrikagrupperna and its partners. The final report should include recommendations for Afrikagrupperna on how best to proceed and at least one page visualising and specifying progress (2022 Application and Progress Markers as reference) made over the past three years. 

A concept note with a plan, draft methodology and budget should be sent to Afrikagruppena’s Regional Coordinator ( dean.van.rooy@afrikagrupperna.se ) together with a CV no later than 30 September 2024.
