Project Description:

ACHIEVE is a USAID-funded global project whose primary goal is to reach and sustain HIV epidemic control among pregnant and breastfeeding women, adolescents, infants, and children. To reach this goal, ACHIEVE supports orphans and vulnerable children (OVC) and DREAMS service delivery, provides technical assistance to strengthen social welfare systems and improve service quality and reach, and supports capacity development for local partners to sustain services at the community level. ACHIEVE is led by Pact, in partnership with Jhpiego, Palladium, No Means No Worldwide, and WI-HER. ACHIEVE also has a network of resource partners, that are engaged on an as needed basis for technical support.

Within South Africa, ACHIEVE continues to expand on USAID/PEPFAR investment. Current activities can effectively be categorized into four service streams: OVC comprehensive, OVC DREAMS Family Strengthening, DREAMS Intensive Economic Strengthening (IES) and above site technical assistance. This includes a heightened focus on direct services to OVCAY, including monitoring and evaluation (M&E) activities to effectively record and report on service outcomes. 

Position Description:

The above-site technical lead will be based in the Pact ACHIEVE Pretoria office. She/He will be responsible for providing technical assistance to the Department of Social Development (DSD) as part of the systems strengthening program, specifically the HIV & AIDS Directorate. This includes capacity development for the DSD embedding OVC responses and standardizing the national response across DSD for improved outcomes.

Minimum Key Responsibilities and duties:

  1. Provide technical support, guidance, and capacity development to DSD in planning, design, piloting and training of master trainers on the following key DSD interventions:

  2. Expand STARS pilot beyond SSPs in Gauteng and Limpopo to include OVC provincial partners in KZN, Mpumalanga, North West, Gauteng, and Free State. 

  3. Train Master Trainers for DSD and OVC Provincial Partners on the curriculum

  4. Work closely with the directorate leadership to develop the schedule for the provincial piloting across selected sites.

  5. Pilot curriculum with DSD and OVC provincial partners in KZN, Mpumalanga, North West, Gauteng, and Free State.

  6. Finalize and ensure handover of the curriculum to DSD.

  7. Produce monthly, semi- annual, and annual narrative programme performance reports to the Project Director, DSD, & USAID OVC team, as required 

Minimum Education and Experience Requirements

  1. A master’s degree or higher education in Social, Behavioral or Health Sciences with practical experience in developing curriculum and or policy in the HIV/AIDS health sector. 

  2. 8 years’ relevant professional experience 

  3. 8 years’ experience working with government institutions and or academia providing capacity development.

  4. Experience working on PEPFAR and/or USAID HIV prevention-funded programs and experience managing and coordinating such programs.

  5. Proven record of having collaborated successfully with the Department of Social Development in South Africa.

  6. Developed or co-authored publications in the social or health sector.

  7. Excellent facilitation and training skills

  8. Excellent communications skills, written and oral in English.

  9. Proven leadership and inter-personal skills and ability to build and motivate diverse and professional teams including consultants.

  10. Valid South African driver’s license.

  11. Eligibility to work in South Africa.

  12. Must be willing to travel within the provinces.
