Project Description:

ACHIEVE is a USAID-funded global project whose primary goal is to reach and sustain HIV epidemic control among pregnant and breastfeeding women, adolescents, infants, and children. To reach this goal, ACHIEVE supports orphans and vulnerable children (OVC) and DREAMS service delivery, provides technical assistance to strengthen social welfare systems and improve service quality and reach, and supports capacity development for local partners to sustain services at the community level. ACHIEVE is led by Pact, in partnership with Jhpiego, Palladium, No Means No Worldwide, and WI-HER. ACHIEVE also has a network of resource partners, that are engaged on an as needed basis for technical support.

Within South Africa, ACHIEVE continues to expand on USAID/PEPFAR investment. Current activities can effectively be categorized into four service streams: OVC comprehensive, OVC DREAMS Family Strengthening, DREAMS Intensive Economic Strengthening (IES) and above site technical assistance. This includes a heightened focus on direct services to OVCAY, including monitoring and evaluation (M&E) activities to effectively record and report on service outcomes. 

Position Description:

The Senior Family Strengthening Manager will be based in the Free State Province and will be responsible for technical oversight of family strengthening interventions in Free State, KwaZulu Natal, and Limpopo Provinces. The manager will support and supervise the direct implementation of the Let’s Talk curriculum through management of two field officers in Free State as well as oversee implementation through ACHIEVE sub-awards with in KwaZulu Natal and Limpopo. The Senior Family Strengthening Manager will provide oversight for the implementation of Family Strengthening workplan and systematic achievement of annual targets, documenting and presenting progress reports, trouble-shooting and ensuring quality program implementation. S/he will be responsible for managing and coordinating collaborative partnerships with DREAMS primary service providers for effective and efficient referral pathways. S/he will also be responsible for stakeholder engagement, networking and collaboration with DOE, USAID, NACOSA, EDC and other DREAMS implementing partners. To this end, the Senior Family Strengthening Manager will have expertise in HIV/GBV prevention interventions for adolescents and youth with a focus on family strengthening. The Senior Family Strengthening manager will report to the Deputy Project Director – DREAMS.

Minimum Key Responsibilities and duties:

  1. Provide leadership and oversight of Family Strengthening program in selected provinces.

  2. Manage the Family Strengthening Officers based in Free State and ensure staff performance is in line with the prescribed KPAs, ACHIEVE objectives and Pact values.

  3. Provide leadership and oversight of ACHIEVE Family Strengthening implementing partners in KZN and Limpopo Provinces for quality implementation of the program, ensuring the program is delivered in an efficient and effective manner. 

  4. Provide administrative oversight of personnel tracking timesheets, monthly reports, travel requests, and trip reports. 

  5. Produce monthly, semi- annual and annual narrative programme performance reports to the supervisor as required.

  6. Contribute to workplan reviews including the writing of Family Strengthening narrative sections as required. 

  7. Facilitate regular program meetings and joint activities with MEL Advisor to ensure program cohesion and attainment of targets.

  8. Organise and conduct quarterly programme reviews (Program and MEL) to ensure that interventions are aligned with workplan, and ensure that all team members clearly understand their roles and responsibilities towards meeting targets. 

  9. Manage partnerships for Family Strengthening implementation, including development and oversight of MOUs.

  10. Trouble shoot programme problems, identify and implement creative solutions to ensure smooth programme implementation.

Minimum Education and Experience Requirements

  • Masters degree in Management, Social work  or a related field;

  • 8 years of relevant development country experience in programme management and building capacity within social welfare related organisations and systems;

  • 8 years’ relevant professional experience     

  • Experience working on PEPFAR and/or USAID HIV prevention-funded programs and experience managing and coordinating such programs

  • Previous experience working with or within the South African Government, preferably at DSD or similar agency; 

  • Previous engagement with family strengthening interventions e.g Let’s Talk, Sinovuyo, Family Matters is an added advantage

  • Excellent verbal and written communication skills in English.

  • Valid South African driver’s license.

  • Eligibility to work in South Africa.
