Project Description:

ACHIEVE is a USAID-funded global project whose primary goal is to reach and sustain HIV epidemic control among pregnant and breastfeeding women, adolescents, infants, and children. To reach this goal, ACHIEVE supports orphans and vulnerable children (OVC) and DREAMS service delivery, provides technical assistance to strengthen social welfare systems and improve service quality and reach, and supports capacity development for local partners to sustain services at the community level. ACHIEVE is led by Pact, in partnership with Jhpiego, Palladium, No Means No Worldwide, and WI-HER. ACHIEVE also has a network of resource partners, that are engaged on an as needed basis for technical support.

Within South Africa, ACHIEVE continues to expand on USAID/PEPFAR investment. Current activities can effectively be categorized into four service streams: OVC comprehensive,  OVC DREAMS Family Strengthening, DREAMS Intensive Economic Strengthening (IES) and above site technical assistance. This includes a heightened focus on direct services to OVCAY, including monitoring and evaluation (M&E) activities to effectively record and report on service outcomes.  

Position Description:

The ACHIEVE OVC Technical Lead plays a significant role in directly contributing to the project’s success by coordinating and delivering OVC comprehensive case management (CCM) services in KwaZulu Natal Province.  The OVC Technical Lead will be responsible for mobilizing Social Workers and CYCWs to provide OVC CCM services to households in the catchment areas. Overseeing the quality of process notes and files for OVC households will be a key responsibility. S/he will be responsible to ensure that all activities are in line with ACHIEVE’s program approach, USAID requirements, and Pact’s organizational policies and procedures. In addition to OVC service delivery, s/he will write progress reports, contribute to thought leadership, and present to USAID.

Minimum Key Responsibilities and duties:

  1. Lead ACHIEVE’s OVC community case management programming in KwaZulu Natal Province toward achieving targets by provision of quality services.
  2. Manage ACHIEVE’s OVC service delivery in focus districts, including providing oversight and mentoring to SWs and CYCWs.
  3. Develop and adapt project support tools, procedures, advanced guidelines and other OVC technical resources.
  4. Ensure technical quality of OVC CCM service delivery by developing and implementing tools to measure and track service quality in alignment with project guidelines. Identify weaknesses and address these with staff in a systematic manner on a regular basis.
  5. Along with supervisor, ensure efficient use of resources through appropriate organization of work and distribution of tasks and responsibilities.
  6. Align work with the ACHIEVE Project technical approach, objectives and activities and MEL Plan.
  7. Contribute to the development of ACHIEVE project reports, including SAPR and APR and technical deliverables for submission to USAID
  8. Organize and run supportive supervision meetings, particularly to oversee quality of service delivery
  9. In collaboration with the KZN MEL Manager, regularly review, analyze, and monitor the project’s status; in implementing OVC activities and in undertaking corrective measures and actions.
  10. Participate in regular OVC-focused meetings to review technical activity and/or OVC/DREAMS/HIV service delivery progress, operations issues, and address other project management needs.

Minimum Education and Experience Requirements

  1. Bachelor’s degree in a relevant field, including public health, international development, public policy, social work, or other related field, with preference for a Master’s degree.
  2. At least 5 years of relevant experience working on U.S. government funded HIV projects
  3. At least 5 years of experience working on OVC programs
  4. Knowledge of PEPFAR’s comprehensive case management approach and Department of Social Development’s Risiha model
  5. Experience developing, implementing, and ensuring quality of technical guidance for donor-funded health programs
  6. Demonstrated track record of successfully building and effectively working with and managing diverse teams of employees. 
  7. Willingness to travel frequently within province and sometimes for an extended period of time
  8. Valid South African driver’s license
  9. Eligibility to work in South Africa
